Description of Job

Under the guidance of the Director of Facilities, the Manager of Emergency Preparedness,

Safety and Security is responsible for developing, implementing, and managing all aspects of

the museum’s emergency response plans, health and safety programs, and security operations.

This position ensures a secure and safe environment for visitors, staff, volunteers, and

collections, aligning with best practices in risk management, emergency preparedness, and

cultural property protection at all History Colorado locations throughout the state of Colorado.

This position will work collaboratively with all appropriate internal divisions (Community Museum

Operations, Collections, Exhibits and Interpretation, Education, Event Rentals etc.) on

programming and operational needs. The Manager of Emergency Preparedness, Safety and

Security will work as a team member and is expected to take direct responsibility for the

organization, coordination, and successful operations of the areas assigned.

Key Responsibilities:

Emergency Preparedness

  • Develop, implement, and maintain a comprehensive Emergency Preparedness Plan,
  • including evacuation, shelter-in-place, fire, medical, severe weather, and active threat
  • procedures for each site.
  • Coordinate annual training and drills with staff, volunteers, and external agencies (e.g.,
  • fire, EMS, police).
  • Maintain emergency supplies and ensure readiness of emergency response equipment
  • (AEDs, radios, first aid kits).
  • Serve as primary liaison with emergency response agencies and participate in
  • community preparedness initiatives.

Security Management

  • Oversee day-to-day museum security operations, including security officer staffing,
  • scheduling, and supervision.
  • Ensure the protection of visitors, staff, collections, and facilities through proactive
  • monitoring and incident response.
  • Maintain and enhance physical security infrastructure including CCTV systems, access
  • control, intrusion detection, and perimeter security.
  • Investigate incidents, prepare detailed reports, and recommend corrective actions or
  • policy changes. Initiate debriefings with all applicable stakeholders within a timely
  • manner after an incident occurs.
  • Ensure all reporting document templates are up to date.

Health and Safety Compliance

  • Lead the development and enforcement of occupational health and safety programs aligned with OSHA, ADA, and other relevant regulations.
  • Conduct routine safety audits, hazard assessments, and risk analyses.
  • Provide training on workplace safety topics, including ergonomics, personal protective
  • equipment (PPE), and incident reporting procedures.
  • Ensure all safety protocols are documented, updated, and accessible.

Risk Management and Policy Development

  • Maintain and regularly update policies and standard operating procedures (SOPs)
  • related to safety, emergency, and security.
  • Participate in museum-wide risk assessments related to exhibitions, special events, and
  • facility operations.
  • Collaborate with leadership to assess and mitigate operational risks.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Experience Only:

Eight (8) years of experience in emergency preparedness, security, or safety operations,

preferably in a museum, cultural institution, or public venue. Including five (5) years of

experience working in a leadership/management role. Two (2) of which must have included

experience with developing, implementing and maintaining policy & procedures.

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the

work assigned equal to eight years (8) years, two (2) of which must have included experience

working in a leadership/management role while developing, implementing and maintaining

policy & procedures.

Preferred Qualifications:

  • Five (5) years of experience in emergency preparedness, security, or safety operations,
  • preferably in a museum, cultural institution, or public venue.
  • In-depth knowledge of emergency planning, security systems, OSHA regulations, and
  • risk management principles.
  • Strong relationship builder and communicator with experience leading diverse work
  • teams, developing an organization-wide strategy for program excellence, engaging
  • community partners, and partnering with departmental heads.
  • Advanced degree (Master’s or Doctorate) or equivalent advanced degree in emergency
  • management, public administration, criminal justice, or a related field.
  • Experience managing programs and directing administrative processes in a
  • governmental organization.
  • Excellent written and verbal communication, training, and report-writing skills.
  • Proficient in Microsoft Office, Google Docs, and a familiarity with security software and
  • emergency communication platforms.
  • Experience working with diverse populations with the ability to remain calm and make
  • sound decisions under pressure.

Conditions of Employment:

A pre-employment criminal background check are conducted as part of the selection process as

  • Shifts may include evening, weekend, and on-call availability for emergency response.
  • Must be able to walk and stand for long periods and respond quickly in emergencies.
  • Able to encounter outdoor conditions and physical activities during drills or actual events.
  • Frequent travel throughout the State of Colorado and occasional out-of-state travel
  • Valid Colorado driver’s license.
  • Successful candidate must pass a criminal history background and motor vehicle check
  • prior to hire.
  • Ability to lift over 30 pounds.
