The Oregon Department of Corrections is currently recruiting for an Oregon Way Administrator (Operations & Policy Analyst 3) position. This position is based at ODOC Headquarters in Salem, Oregon, and is approved for a hybrid work schedule, combining in-office and remote work. This opportunity is being offered as a job rotation or developmental assignment for a duration of 6 months. To be eligible, you must be a current employee of ODOC, BOPPPS, or OCE (contract workers are not eligible).

About the Job – Your Role

The primary purpose of this position is to manage the Oregon Way initiative and ongoing responsibilities’ to ensure the long-term sustainability of this project. This position will be responsible for planning, organizing, directing, and controlling multiple activities to reduce the debilitating health effects on persons that live or work in a prison. The position serves as the agency’s executive advisor to agency managers, the Operations Assistant Director, the Agency Deputy Director, and the Agency Director, making key decisions related to program implementation, training, research, reporting, and funding requests. This position will be responsible for the development and implementation of agency policies for this program that will ensure a successful implementation and sustainability of how the agency conducts human centered correctional practices.

Minimum Qualifications

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four (4) years professional-level evaluative, analytical and planning work; OR
  • Any combination of experience and education equivalent to seven (7) years of experience that typically supports the knowledge and skills for the classification.

Developmental opportunities do not have any qualifications.

Requested Skills

  • Plan, develop, and implement Human Centered Correctional Practices with a focus on staff wellness at the core of the program.
  • Lead the planning, development, and implementation of each phase of the Oregon Way principles across all institutions, including contact officers, resource teams, and wellness initiatives.
  • Develop and execute a plan to measure the progress and outcomes of the program.
  • Identify and implement ongoing improvements and changes to program activities to ensure effectiveness.
  • Develop and apply CORE measures to track and showcase the progress and successes of the Oregon Way program.
  • Oversee and approve all Oregon Way training developed and delivered by the agency, including all associated training materials.
  • Continuously plan, develop, and implement resource team training, contact officer training, wellness initiatives, and staff engagement models.
  • Develop and track metrics to ensure program outcomes are achieved.
  • Serve as the primary contact and Program Administrator with Amend for future culture change initiatives.

Working Conditions

This position is located at Oregon Department of Corrections Headquarters in Salem, Oregon. This position is approved to work a hybrid schedule of in-office and remote work. Frequent travel by car and airplane, inside and outside of Oregon. Regular visitation and inspection of all institutional programs and areas. This position requires work inside a secure adult correctional facility and may encounter angry, hostile, or abusive adults-in-custody which could result in personal physical injury, becoming a hostage, or death. The employee is subject to call back in the event of an emergency.

Requirements for Employment

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
