Position Description

Oversees Right of Way (ROW) projects in support of district transportation projects and services project delivery services to include right of way acquisition, administration of relocation assistance program, utility coordination, appraisals, budget and data and records management. Manages a group of professional and technical employees. Work requires extensive contact with district partners, governmental agencies, engineering staff, consultants and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Directs all aspects of the acquisition and condemnation process including offers, processing of administrative settlements, and negotiating and closing parcels by deed.
  • Directs all aspects of the appraisal process including site inspections, collection of valuation data, independent fee appraiser contracts, appraisal reviews, administrative settlements and trial settlement recommendations.
  • Directs and manages ROW expenditures per district for project delivery and communicates regularly with districts.
  • Directs Right of Way (ROW) activities including acquisitions, negotiations, relocations, utility adjustments and other right of way activities for a group of districts within a geographical region.
  • Interprets Department policy regarding right-of-way activities; seeks input from the Right of Way Division, the Office of General Counsel and/or the Office of Attorney General as required.
  • Monitors the preparation of right-of-way maps, parcel plats and property descriptions and ensures compliance with Department requirements.
  • Monitors ROW asset management to include: leasing, donation of real property, surplus property management and disposal of real property improvements.
  • Prepares or oversees preparation of budget and/or cost estimates for ROW projects.
  • Provides direction in getting providers under contract for right-of-way acquisition; oversees right-of-way acquisition by local public agencies or providers; monitors contractual fulfillment.
  • Represents ROW division and districts at public meetings and hearings regarding ROW issues.
  • Responsible for ROW activities with other Department personnel, local governmental agencies, utility companies, contractors, attorneys, fee appraisers/title companies/real estate agents, property owners and technical experts.

Minimum Qualifications:

Education: Bachelor's Degree in any discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience:

  • 4 years experience in Right of Way work or transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

  • Applicable laws, rules, and regulations
  • Right of way policies, procedures, and terminology
  • Relocation assistance policies and procedures
  • Utility accommodation rules

Considerable knowledge of:

  • Transportation design engineering principles, practices and methods and the application of engineering theory
  • Environmental testing procedures
  • Remediation of contaminates
  • Utility/highway permits and placement requirements

Expert skill in:

  • Supervising technical staff
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Persuasion and negotiation of critical issues
  • Prioritizing and organizing work assignments

Proficient skill in:

  • Developing and giving presentations

Other Attributes:

  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals

Physical Requirements and Working Conditions:

  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
