Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities

The Infrastructure Directorate is searching for a Manager III to lead and manage the Primary Underground Laboratory for Subcritical Experiments (PULSE) New Access Project. The PULSE New Access Project is a congressional line item project planned and executed to DOE Order 413.3B project that will design, construct, and commission a new access shaft to the PULSE underground. The new access capability is necessary to support larger and heavier experimental vessels, which is essential for accommodating the anticipated growth in testbed operations as well as the additional staff required to operate multiple testbeds at the PULSE Complex for the next 30+ years. This position reports to the Senior Director of Infrastructure of Mission Support and Test Services (MSTS, LLC), the Management & Operations Contractor of the NNSS.

Key Responsibilities

  • Plan, execute and deliver the PNAP project on or ahead of schedule (Critical Decision-4) and on or under budget successfully meeting company and project level established programmatic, quality, safety, and security goals and objectives.
  • Conduct strategic and tactical management planning to ensure project performance objectives.
  • Lead an Integrated Project Team (IPT) on addressing issues that affect company performance and business relationships.
  • Ensure safety is effectively integrated into design and construction.
  • Lead and manage project budget(s)and other financial elements.
  • Develop Key Performance Indicator (KPI) metrics for review and performance monitoring.
  • Manage administrative, cost, schedule, and performance of all functions; evaluates critical issues/impacts, and determines corrective actions in accordance with the company’s approved Earned Value Management System.
  • Establish guidance that provides the framework for the IPT to operate effectively in achieving NNSA/NFO, program/project, and other customers ‘business objectives.
  • Actively assist in defining technologies, competencies, and skill bases required to develop and accomplish project goals and objectives.
  • Develop coordinated long-range programs, plans, and budgets in accordance with Company policy and objectives and coordinate functional capabilities through long-range planning so the NNSA/NFO, program/project, and other customers' present and future requirements are satisfied.
  • Promote ‘organizational learning’ concepts and provide leadership that encourages continuous improvement in cost reductions and enhancements in the performance of NNSA/NFO program/project, and other customers' missions.
  • Establish clear responsibility and accountability for planning executing company and project requirements.
  • Anticipate project risks and ensure those risks inherent in project planning and execution are identified and mitigated.in accordance with company policies and procedures.
  • Provide an environment where the IPT feel safe to raise issues, empowered to address issues, and supported to resolve issues.

Qualifications

  • Bachelor's degree or equivalent training and experience, plus a minimum of 17 years of related and progressively responsible experience.
  • Must be innovative and have good problem-solving skills.
  • Must have a Corporate Perspective, Business Acumen and Organizational Agility.
  • Demonstrated working knowledge of DOE O 413.3B knowledge and experience relating to project planning and execution.
  • Demonstrated working knowledge of American National Standards Institute/Electronic.
  • Industries Alliance (ANSI/EIA)-748, Earned Value Management Systems experience preferred.
  • Prefer demonstrated experience working with the Department of Energy (DOE) or National Nuclear Security Administration (NNSA) or equivalent at headquarters or field office level, or with state or federal regulators, or other national security agencies.
  • Prefer demonstrated working knowledge of DOE-STD-1189-2016, Integration of Safety into the Design Process, or similar commercial standards.
  • Breadth of experience and ability to inspire and motivate others to perform well.

  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
  • The work schedule will be 4/10s Monday through Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

Annual salary range for this position is: $182,332.80 - $296,296.00.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
