Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities

The Principal Procurement Specialist leads complex procurement efforts with a focus on federal construction subcontracting under FAR/DFARS, and DEAR acquisition regulations. This role is responsible for managing cradle-to-grave subcontracting activities, ensuring compliance, risk mitigation and alignment with project objectives and government requirements.

Key Responsibilities

  • Construction Subcontract Administration to develop and prepare master sub-procurement forms, including legal and commercial terms and conditions to be included in contractual and purchase documents on project commitments.
  • Lead end-to-end subcontracting for large-scale federal construction projects, including RFQ/RFP development, source selection, negotiation, award, administration and closeout.
  • Mentor junior procurement personnel to Mission Support and Test Services requirements and procedures. Monitors personnel to ensure they receive appropriate training and development to satisfy job performance criteria and development objectives.
  • Review prime contract terminology and transfers applicable legal and commercial terms into a master sub procurement form.
  • Provides technical guidance on preparation, solicitation, negotiation, award and administration of procurement documents and coordinates procurement activities. May also provide staff leadership.
  • Plans, coordinates, and executes procurement activities required to secure equipment, construction services, materials, and supplies.
  • Develop and manage procurement documentation for source selection evaluations and ensure compliance with internal policies and federal acquisition guidelines.
  • Assists in coordinating and monitoring the advance acquisition plan for major acquisitions, including the development of overall procurement strategy for managing the acquisition.
  • Prepare and organize procurement-sponsored meetings, such as bid clarification and post-award meetings, to ensure complete understanding and agreement between Mission Support and Test Services LLC, the client, and the supplier on all contractual matters.
  • Assists in the implementation of the MSTS Quality Assurance Program by reporting quality activities and participating in reviews to ensure that quality requirements are met.
  • Coordinates with requestors to obtain complete and approved technical and procurement packages that accurately describe the item or service required. Serve as the subject matter expert on procurement related items.
  • Recommends approval or disapproval of non-competitive justifications and sole source requisitions to enforces policies and to obtain additional sources to preclude sole source noncompetitive purchases.
  • Coordinates and provides surveillance of vendor performance to include documentation of any deviations or irregularities. Oversee prequalification and vetting of subcontractors, particularly small and disadvantaged businesses (SDBs, HUBZone, WOSB, SDVOSB)
  • Recommends approval of requests for Davis-Bacon and Service Contract Act wage determinations for anticipated and/or actual requirements.
  • Review and validate Certified Payroll for compliance to Davis-Bacon Wage Determination and Project Labor Agreement (PLA)
  • Coordinates with MSTS Law Department to obtain legal opinions and Non-Disclosure Agreements (NDA) before and during the term of an agreement.
  • Ensures that hazardous material procurement documents are properly identified and coded to aid the Traffic Organization in shipping and receiving hazardous materials.
  • Promotes and implements small business; small, disadvantaged business; women-owned business; and labor-surplus programs to achieve DOE-assigned goals including vendor capability surveys, visits to suppliers’ facilities, and briefings at local conferences.
  • Perform other duties assigned by Management.

Qualifications

Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor’s degree in related field or equivalent training and experience with at least 8 years relevant, progressively responsible experience.
  • Minimum 8-10 years of progressive procurement experience in federal government contracting, specifically construction.
  • Proficient Communication - Written and Oral, Computer Skills - Databases and MS Office (Word, Excel, and PowerPoint).
  • Extensive Contract Comprehension and attention to detail.
  • Proficient Organizational Skills and Problem Solving.
  • Proficient Procurement Project Process Management to ensure Schedule and Planning Understanding.
  • Proven success managing complex construction subcontracting portfolios.
  • Strong interpersonal and leadership capabilities.
  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada or remote.
  • Work schedule will be 4/10s Monday through Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.

Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’

Annual salary range for this position is: $99,790.57 - $152,180.53.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
