DESCRIPTION

Working under the direction of the Instructional Facilitator of Comprehensive Coordinated Early Intervention Services (CCEIS) and in collaboration with the office of Special Education Compliance, the Special Education Resource Teacher of CCEIS will support the implementation of a systematic plan to reduce disproportionality in special education and assist the Department of Special Education (DSE) with providing focused school team support on special education evaluation/identification processes, IEP implementation/instructional interventions, behavioral interventions, and professional learning for staff. This initiative directly supports the HCPSS mission to expand opportunities and access, remove barriers, and foster an inclusive environment for all students.

MINIMUM QUALIFICATIONS

Applicants must meet all qualifications below to be considered for the vacancy.

Education:

  • Bachelor’s degree from an accredited college or university.

Certification/Licensure:

Priority will be given to applicants who:

  • Hold a current Maryland State Department of Education (MSDE) professional certificate/license in Generic Special Education Infant-3, Generic Special Education 1-8, or Generic Special Education 6-Adult.

Applicants may be considered who:

  • Have completed all requirements to be eligible for a Maryland State Department of Education professional certificate/license in Generic Special Education Infant-3, Generic Special Education 1-8, or Generic Special Education 6-Adult.

Experience:

  • Three years of experience working with students with a variety of mild/moderate disabilities (e.g., Learning Disabilities) including case management and facilitating IEP team meetings.
  • One year of experience with recent leadership duties, responsibilities, experience, and/or roles (e.g., Instructional Team Leader, School Improvement Team, school-based committees).

PREFERRED QUALIFICATIONS

Education:

  • Bachelor’s degree from an accredited college or university in Education, Special Education, Curriculum and Instruction, or a related field.

Experience:

  • Experience working as a special education teacher at multiple levels.
  • Experience with instructional strategies/methodologies, assessment instruments, and other techniques.
  • Experience designing and leading professional learning.
  • Experience providing technical assistance to school staff.

ESSENTIAL POSITION RESPONSIBILITIES

  • Coach school-based teams (e.g., IEP, Instructional Intervention Team) and staff on special education procedures and interventions.
  • Provides input for the selection of evidence-based instructional and behavioral interventions, and follow up with implementation and data-anaysis of effectiveness.
  • Collaborates with CCEIS staff and other system personnel to design and implement professional learning plans for IEP and Instructional Intervention Teams, and to address county-wide professional needs.
  • Supports the Comprehensive Coordinated Early Intervention (CCEIS) plan by conducting comprehensive record reviews and facilitating data monitoring procedures.
  • Assists with development of action plans to reduce disproportionate identification and discipline practices of students receiving special education services.
  • Contributes to the creation of technical assistance documents that align with requirements of the IDEA, COMAR, and HCPSS policies and procedures.
  • Conducts IEP team meetings and performs other case management duties to carry out the CCEIS plan.

  • Demonstrated evidence of ability to work effectively with students, teachers, administrators, parents and the community.

SELECTION CRITERIA

Applicants who meet the minimum qualifications will be included in further evaluation. Interviews will be limited to those applicants who, in addition to meeting the basic requirements, have experience and education which most closely match the position qualifications and the needs of the school system.

EMPLOYMENT INFORMATION

Compensation

This is an 11-month per year position in the Howard County Educators Association (HCEA) employee bargaining unit. The current salary ranges for this position are on the 11-Month Teacher salary scale. Actual placement will be in accordance with the salary procedures of the Howard County Public School System and the HCEA Master Agreement which considers education and relevant prior experience. Under the Fair Labor Standards Act, this position is exempt from overtime.

Telework Program

Under the HCPSS Telework Program, this position is eligible for telework up to one day per week. Telework schedules will be determined by the department and/or supervisor.

Retirement

Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee’s annual salary.
