WSP USA is initiating a search for a Deputy of Commerical Management to join the Interstate Bridge Replacement (IBR) Program team. The position is full-time and will be based in Vancouver, WA, with a hybrid work arrangement (up to 4 days a week in office). Co-location required at the IBR office in Vancouver.

The Deputy Program Manager (DPM) for Commercial Management ensures the smooth execution of the program from current environmental phase through construction completion. This position involves collaborating closely with the Program Manager and other Deputy Program Managers to ensure that tasks are completed on time, within budget and to the required quality standards. This role also helps coordinate various efforts, solve problems and make decisions that keep the project moving forward.

This position requires selection by WSP/PMX Team Executive Committee and acceptance by WSDOT and ODOT. Key Team Member Position resumes must provide up to three examples that demonstrate their background and prior experience on similar programs. Include the name of project(s); dates of the project(s); roles/responsibilities for each team member on those project(s); and demonstrate their understanding of State and Federal regulations/procedures. The consultant staff will be required, at a minimum, to show experience, expertise, innovation, and "not business as usual" skills in executive leadership, strategic planning, and technical ability for each key team member. Below are roles considered Key Project positions.

Your Impact

  • In the absence of the Program Manager, the DPM ensures continuity and consistency in program management practices and outcomes.
  • The DPM for Commercial Management oversees the following IBR tasks: commercial management (program management, program controls and finance), integrated technology; climate; diversity, equity and inclusion; public affairs; safety; quality and document control.
  • This position also oversees the GEC change management process, budget controls and invoicing process for the program.

Who You Are

Required Qualifications

  • Experience developing and implementing project plans, including setting goals, budgets and timelines.
  • Ability to monitor program progress, identify any issues or delays and propose adjustments to schedules or strategies as necessary.
  • Experience implementing risk management strategies to minimize program risks and prepare contingency plans for potential problems.
  • Experience establishing and maintaining effective organizational structures, including governance for resolving issues and making decisions.
  • Experience facilitating program meetings, including preparing agendas, documenting discussions, and tracking action items.
  • Experience in contract administration, ensuring compliance with legal and organizational standards and addressing any disputes or variations.
  • Experience in commercial aspects of large programs, including contract negotiations, budget and deliverable management, and invoicing and payment.
  • Ability to manage a team of professional staff and subject matter experts.
  • Ability to coordinate among a team of multiple consultants, owners and partners.
  • Ability to build and maintain organizational relationships amidst controversy and complexity.
  • Ability to convey complex technical concepts to a variety of audiences.
  • Strong time management and delegation skills.
  • Exceptional writing, interpersonal communication, and presentation/public speaking skills.
  • At least 15 years of experience working in transportation or general infrastructure with a strong background business management, project management, engineering or related fields.

Preferred Qualifications

  • Bachelor or Master’s degree in business administration, project management, engineering or related field.
  • Experience working with and meeting Disadvantaged Business Enterprise (DBE) goals.
  • Experience writing and maintaining Program Management Plans.
  • Experience working with Oregon and Washington DOTs and other local and state transportation, transit agencies, MPOs and port authorities.

Compensation

Expected Salary (all locations): $171,000-$324,800

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
