About the role:
Bixal is seeking a Data Analyst Engineer with understanding of human-centered design principles to guide a flagship modernization effort for our client. In this role, you will build, optimize and maintain conceptual and logical analysis. You will work cross-functionally to develop analysis and visualization to facilitate evidence-based decision-making to support the VA's modernization initiatives.
This is a full-time position contingent on contract award by our client, with a defined performance period of one year with two one-year option periods. This role offers you a unique opportunity to make a meaningful impact on a project that aligns with Bixal’s mission of delivering innovative, human-centered solutions. Compensation:
The salary range for this role is $80,000 – $100,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. We make compensation decisions thoughtfully, considering your experience, the skills you bring, and our commitment to internal equity. Fairness and transparency are core to how we operate.
Responsibilities:
- Develop and maintain processes for data collection, extraction, and transformation from various sources including legacy systems, modern APIs, and external data providers.
- Conduct in-depth analysis of data to identify trends, patterns, and insights that can inform decision-making processes. Develop comprehensive reports and visualizations using analytical platform tools.
- Contribute to the continuous integration and delivery of high-quality software by collaborating with team members on Agile methodologies.

- Ensure the integrity and quality of data across the entire data lifecycle, including cleaning, validation, and standardization processes. Work closely with data engineers to optimize data pipelines and ensure data is ready for analysis.
- Develop scripts and automation tools to streamline data processing and analysis workflows.
- Utilize and maintain Business Intelligence (BI) tools and platforms to support evidence-based decision-making.
- Work collaboratively with cross-functional teams such as developers, data scientists, and product managers to ensure data analysis supports the overall mission and goals of VA initiatives.
- Ensure all data handling processes comply with security and privacy policies, including HIPAA, FedRAMP, and FISMA requirements.
- Integrate with external VA systems (e.g., VistA, Oracle Health) and document data flows.
- Participate in Agile ceremonies (sprint planning, retros, demos) and collaborate closely with designers, researchers, and product managers.
- Perform other relevant duties commensurate with a senior technical leadership role as needed.
Qualifications:
- Bachelor’s degree in a related field, plus at least four (4) years of relevant experience, or an equivalent combination of education and/or experience.
- Proven experience in data analysis roles.
- Understanding of information systems and data life-cycle management best practices and methodologies and systems development life cycle (SDLC)
- Experience with data service on cloud platform such as AWS, Microsoft Azure, or Google Cloud.
- Proficiency in data analysis frameworks such as Pandas and NumPy, alongside expertise in graphing libraries like Matplotlib, Plotly, and Seaborn.
- Familiarity with Jupyter notebooks for streamlined analysis and collaborative workflows.
- Advanced working SQL knowledge and experience working with relational databases, query authoring (SQL) as well as working familiarity with a variety of databases.
- Experience with Business Intelligence (BI) tools such as Power BI, Looker, Qlik, or other data visualization platforms.
- Strong skills in data management to ensure data integrity and accuracy.
- Proficient at using version control systems like Git for managing code repositories and collaborating with team members on Agile projects.
- Understanding of federal security policies, including HIPAA, FedRAMP, and FISMA requirements.
- Experience performing root cause analysis on internal and external data and processes to answer specific business questions and identify opportunities for improvement.
- Leverage AI-driven code generation tools to enhance productivity, streamline development processes, and accelerate the delivery of data analysis solutions.
- Strong problem-solving skills, ability to work independently and as part of a team, and excellent verbal and written communication skills.
- Comfortable working in a highly collaborative environment with strong attention to detail and a commitment to delivering high-quality software.
- Ability to obtain and maintain a Public Trust security clearance.
Nice to Have Skills and Experience:
- Experience with VA health IT ecosystems (VistA, Oracle Health, FHIR) or other federal healthcare platforms.
- Familiarity with cloud computing concepts, particularly as they apply to data engineering
- Experience working with data governance tools such as Alation, or Erwin.
- Experience implementing or working with APIs.
- Experience applying traditional machine learning models to effectively solve complex data problems, such as regression analysis, classification algorithms, and clustering methods to uncover actionable insights and optimize processes.
