Position Information

We are looking for a highly motivated Quality Systems Management Analyst with a strong background in lean six sigma and a passion for driving operational excellence. You will be responsible for leading and participating in cross-functional improvement teams, teaching and guiding lean and six sigma tools, developing strategies to enhance efficiency, and implementing solutions that lead to measurable improvements. Additionally, you will be supporting the operations team with operational budgets and forecasts; including supporting and guiding others who are performing business services.

Position Description

Performs highly complex professional administrative and policy analysis work. Work involves conducting organizational studies and evaluations, designing systems and developing procedures, conducting work efficiency studies, and preparing operations and procedures manuals to assist management in operating more efficiently and effectively. Work requires extensive contact with high-level executives, managers and governmental agencies. Additionally, will facilitate, lead, and guide cross-functional teams on continuous improvement tools and methodologies. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Oversee studies of employee/organizational efficiency and productivity and recommends changes or improvement in organization, staffing, work methods, and procedures by managing and facilitating process improvement through techniques such as lean principles and Six Sigma.
  • Research, plans, coordinates, and develops programs, projects, activities or procedures to increase productivity, efficiency, and streamline operations.
  • Develops recommendations for improvement and/or corrective action to standardize or improve current processes or systems.
  • Researches and interprets historical, current, and projected data to identify problems, causes, and areas where procedural or system changes are indicated.
  • Analyzes and evaluates business functions and activities; develops and monitors performance data; identifies key performance metrics for monitoring and tracking ongoing saving compared to the estimated goals and objectives.
  • Teaching, leading, and coaching cross-functional teams on Lean Six Sigma tools and methodology.
  • Identify ongoing lean improvement training needs and assists with developing and implementing the required training.
  • Leads or supports project teams to revise, roll-out, and validate future-state work.
  • Performs project management for multiple projects of varying sizes and complexities.
  • Performs other duties as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in Business Administration, Management, Communications or related field. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years experience in business analysis, methods analysis, strategic planning, project management or related function. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Preferred Qualifications:

  • Knowledge of Lean and Six Sigma - preferably with a Lean Six Sigma Black Belt Certification
  • Knowledge of Project Management Methodologies

Competencies:

  • Proficient skill in planning, coordinating, and handling multiple projects within area of responsibility to meet short and long term deadlines
  • Proficient skill in analyzing business, technical, and managerial problems and developing, recommending, and implementing effective solutions
  • Proficient skill in directing the development of policy and operating procedures
  • Proficient skill in communicating complex ideas and information clearly, concisely, and effectively
  • Initiates and supports quality management activities and performance management measures to provide the highest quality products and services that meet the needs and requirements of internal and external customers

Physical Requirements and Working Conditions:

  • Lift up to 20lbs at a time and frequently lift of carry objects up to 10lbs
  • Standing-prolonged periods of time
  • Repetitive motion-substantial movements of wrists, hands, and/or fingers
  • Close visual acuity-work includes data/figures; view a computer screen; extensive reading
