This position gives direct support for the department's SCADA network by providing sophisticated technical programming related to servers, switches and cellular modems used to implement traffic control over both WAN and LAN pathways. This position ensures the connectivity within the facilities (radio, cellular, fiber) maintaining both primary and alternate pathways for redundancy. Additionally provides timely corrective action for hardware, and configuration imperfections or failures; provides new installation services of any hardware needs and assists Solutions Specialist with inventory and SHIP hardware replacements.

Ideal Candidate

This position provides direct support for the Departments SCADA network by providing sophisticated technical programming related to servers, switches and cellular modems used implement traffic control over both WAN and LAN pathways. This position ensures the connectivity within the facilities (radio, cellular, fiber) maintaining both primary and alternate pathways for redundancy. Additionally provides timely corrective action for hardware, and configuration imperfections or failures, provides new installation services of any hardware needs and assists Solution Specialist with inventory and SHIP hardware replacements. The ideal candidate possesses the skills and ability to configure and install network switches, servers and routers in a variety of locations and settings. The position is responsible for the configuration and installation of a wide variety of both radio and cellular communications infrastructure. Performs remedial troubleshooting, preventative/remedial maintenance, installation, configuration, and upgrades. Assists in identifying and replacing older switches and routers with newer ones and coordinates the configuration of field network switches being installed by contractors for various projects. The ideal candidate has experience with enterprise IP address management, configuration and documentation of IP addresses to necessary equipment and applications to support authentication, authorization, accountability and monitoring history. Provides solutions using established technology standards to provide hardware solutions for industrial telemetry, routing and switching environments, firewalls, and wireless networking & monitoring systems.

The ideal candidate provides technical support for escalated complex issues in supporting multiple infrastructure platforms related to industrial routing and switching environments, firewalls, and wireless networking & monitoring systems. Inspects and modifies Industrial networking protocols needs for industrial devices and PLC's . Configure and install modify network-attached file servers and troubleshoots issues involving network connectivity and performance with Ethernet, Fast Ethernet, copper and fiber used for our SCADA system and recommend or make necessary repairs.

Duties and Responsibilities

  • Configures and installs network switches, servers, and routers in PUD data centers, network data rooms and control panels at water, wastewater, reclaimed water plant and remote facilities. Configure, install, modify and update servers and virtual servers.
  • Configure and install 220 MHz, 900 MHz and cellular radios. Provides technical support for issues supporting the telemetry, and the various types of radio communications equipment. Performs remedial troubleshooting, preventative/remedial maintenance, installation, configuration, and upgrades.
  • Through the use of the SHIP program assist the Solutions Specialist in identifying and replacing older switches and routers with newer ones. Coordinate and configure field network switches being installed by contractors for various projects.
  • Provide and track IP addresses assigned to devices on our network using an open-source database and add new devices as they are brought into network. Add existing and new devices to necessary applications to provide authentication, authorization, accountability and monitoring history.
  • Provides solutions using established technology standards to provide hardware solutions for industrial telemetry, routing and switching environments, firewalls, and wireless networking and monitoring systems.
  • Provides technical support for escalated complex issues in supporting multiple infrastructure platforms related to industrial routing and switching environments, firewalls, and wireless networking and monitoring systems.

  • Attend various web based and classroom technical, administrative and safety training events to increase professional knowledge, professional development and safety awareness when working in an industrial setting.
  • Maintain an active role in the department's disaster preparation. Role may require active participation before, during and after a disaster event.
  • Other duties as assigned.

Job Specifications

  • Knowledge of local, state and federal electronics compliance regulations as applicable to specific agencies or departmental facilities.
  • Knowledge of electrical safe work practices and procedures including the use of Personal Protective Equipment (PPE).
  • Knowledge and ability to use sophisticated operating and programming software for various computers and hardware which may include Windows, Linux, DNP3, Win-911, Citect, Factory Talk, Imprivata, Nagios, Pulsenet, Symantex, Unity Pro and Kepware.
  • Advanced knowledge of computer based software necessary to perform advanced analysis and interpretation of test data needed to modify and document hardware (switches, modems, routers, servers) issues.
  • Knowledge and understanding of radio communications and the associated software needed to program the equipment.
  • Knowledge of remote cellular communications equipment and the segmented network used for distribution.
  • Ability to use spreadsheets to document and analyze large amounts of critical data necessary to identify unusual patterns in network communication and activity.
  • Ability to analyze network problems down to a specific device level and have a firm understanding of appliance rule application and device configuration.
  • Ability to simultaneously work on multiple highly sophisticated projects involving various work groups and other pieces of network equipment and infrastructure.
  • Ability to work a variety of work schedules including after normal business hours, emergency, and/or disaster situations.

Physical Requirements

  • Frequently in a normal office situation, occasionally in high noise environment, occasionally in high dust/dirt environment.
  • Periodically requires safety training & protective devices.
  • Occasional exposure to moving machinery and vehicles.
  • Occasionally requires travel.
  • Occasional ladder climbing and work from elevated platforms.

Work Category

Minimum Qualifications Required

  • Bachelor's degree from an accredited college/university with a major in IT or Computer Science/Technology field; AND
  • Three (3) years of experience in the programming, configuration and installation of server, routing, switching or other network managed equipment;

OR

  • An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above).

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.
