The Center for Enterprise Modernization (CGEM) Commerce Division is a rapidly growing organization, focused on increasing engagements with federal public agencies to support our sponsors’ missions of building a strong, resilient economy. We are seeking highly motivated, enthusiastic individuals with diverse skillsets who are interested in contributing to the exponential and exciting growth of our work within the Oceans and Atmosphere Department.

MITRE is seeking an experienced Systems Engineer to support MITRE’s engagements with the National Oceanic and Atmospheric Administration (NOAA) and the National Weather Service (NWS). This position requires a blend of radar and sensors technology, meteorology, weather forecasting applications, software engineering, and hardware maintenance experience.

Roles & Responsibilities:

As a Systems Engineer you will be a member of an interdisciplinary team and may participate in some of the following opportunities:

  • Provide systems engineering and analyses across the program lifecycle to include capabilities and requirements development, analysis of alternatives, concept of operations (CONOPS), deployment strategies, and system migration planning and transition activities.
  • Assist in the development of acquisition strategies, cost and budget estimates, and overall program management activities.
  • Provide technical advice and guidance across a variety of areas such as radar systems technology, meteorology, software engineering, hardware maintenance, data management, information security, and cloud computing.
  • Assist in radar systems technical and market research activities and provide technical advice and recommendations for innovative technical solutions
  • Create and deliver high-impact presentations that synthesize complex assessment findings into actionable insights, enabling stakeholders to make informed strategic decisions Lead the evaluation and integration of advanced practices, methodologies, tools, and techniques, leveraging industry expertise to drive innovation and optimize solutions

Basic Qualifications:

  • Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.
  • Demonstrated experience working within the federal system development lifecycle, including planning, requirements analysis, design, development, testing, systems integration, and deployment.
  • Proven ability to analyze system requirements to ensure alignment with operational needs and integrate subsystems to function cohesively within complex environments
  • In-depth knowledge of radar engineering principles, meteorology, and weather forecasting applications. Experience with radar hardware, communication standards (e.g., RF protocols, data transmission), and software engineering for radar-related systems is essential.
  • Strong troubleshooting skills with the ability to diagnose and resolve technical issues related to radar systems, software applications, and data integration processes.
  • Excellent verbal and written communication skills, with the ability to convey technical information clearly to diverse audiences, including engineers, meteorologists, and non-technical stakeholders.
  • Proven ability to collaborate effectively within cross-functional teams and foster a positive team environment.
  • Experience translating complex technical concepts into actionable insights and recommendations for leadership.
  • Ability to present technical data, system performance metrics, and project updates in a clear and concise manner tailored to non-technical decision-makers.
  • This position requires a minimum of 50% hybrid on-site presence.

Preferred Qualifications:

  • Experience engaging with NOAA government leadership and staff to understand the NOAA mission space and challenges, to shape new work, and manage existing work.
  • Demonstrated experience working with NOAA or NASA, in fields related to their missions, including but not limited to weather, climate, oceanography, space, satellite and radar engineering, and aerospace engineering
  • Experience working with high-level sponsor executives
  • Experience managing multiple projects or programs concurrently
  • Experience working with and leading diverse teams (e.g. scientists, engineers, policy makers) and fostering collaboration between different disciplines
  • Passion for excellence and demonstrated ability to lead and contribute to the development of high-quality deliverables.
