WHAT YOU WILL DO:

The Deputy Director of VR Operations and Program Support (Director III) in the Texas Workforce Commission's Vocational Rehabilitation Division is selected by and responsible to the VR Division Director. The Deputy Director of VR Operations and Program Support works closely with the Division Director, Deputy Division Director of Field Services Delivery, Deputy Division Director of Strategic Alignment and Program Improvement, and Deputy Division Director of Blind Services to provide leadership and management direction for activities within the Division while exercising extensive latitude for the use of independent judgment and initiative in the performance of duties. The Deputy Director of VR Operations and Program Support works closely with the TWC administrative divisions responsible for finance, data reporting and analysis, information technology, and business operations to represent the needs of the VR Division and to ensure Division alignment with agency priorities, policies and processes.

YOU WILL BE TRUSTED TO:

The Deputy Director of VR Operations and Program Support provides expertise and oversight for the responsibilities and duties assigned to the VR Program Operations Department, including state and federal reporting; budget development and distribution; administrative purchasing; expenditure monitoring and compliance; data collection and analysis; provider service and support; specialized services support; development, maintenance and enhancement of VR business systems, including the electronic case management and case review systems, ad hoc and quarterly program operations monitoring, personnel management and position control processes and systems, and inventory control systems; development and analysis of ad hoc and specialized reports; and management of corrective action plans associated with state and federal audits. This position performs extensive administrative, managerial, and executive duties to carry out day-to-day operations.

The Deputy Director of VR Operations and Program Support selects, supervises and directs staff as well as assigned activities and projects of importance to the overall operations of VR. Assignments range from routine, short-term activities, to complex, confidential and long-term activities. The Deputy Director of VR Operations and Program Support maintains a positive working relationship with all levels of VR program management to administer and coordinate the VR programs and outcomes. Performs other duties as assigned.

YOU QUALIFY WITH:

  • Six years of full-time experience in the oversight and direction of an agency program; or in strategic planning and policy development and implementation, three years of which must have been in an administrative management or supervisory capacity.
  • Relevant academic credits may be applied toward experience qualifications for this position.
  • One year of full-time in-service TWC experience classified as a Director II with regular status will satisfy the minimum qualifications.

  • Knowledge of VR program operations, including program and administrative policies, processes and business systems;

  • Ability to analyze and interpret data and information to evaluate program performance and compliance, and develop solutions and strategies to address opportunities to improve and enhance program operations;
  • Ability to develop, oversee, implement, and monitor compliance of program budget and expenditures;
  • Ability to develop, oversee, implement and monitor business systems to ensure effective and efficient program operations;
  • Ability to provide leadership to achieve mission and outcomes;
  • Skill in planning, organizing, directing, and evaluating;
  • Skill in budget development, monitoring and reporting;
  • Skill in the development, review and submission of ad hoc, state and federal reports;
  • Skill in data analysis and interpretation;
  • Skill in problem solving and making independent decisions;
  • Skill in communicating ideas effectively both verbally and in writing;
  • Skill in developing creative and workable solutions to highly complex problems and policy issues;
  • Skill in establishing and maintaining effective working relationships, including the ability to work with people under pressure, negotiate among multiple parties, and resolve conflict;
  • Skill in planning, assigning and supervising the work of others.
