The Oregon Department of Corrections is actively recruiting to fill one HR Manager 2 position. This position is located at Oregon Department of Corrections Headquarters in Salem, Oregon. This position is approved to work a hybrid schedule of in-office and remote work, after initial training has been completed. This recruitment is for those who meet minimum qualifications. The Recruitment and Classification & Compensation Administrator (HR Manager 2) is a critical leadership role within the Employee Services Division; overseeing four essential HR functions that support ODOC’s mission and 4,600+ employees statewide.

About the Job – Your Role

As a key leader within the HR team, you will manage and support a team of 28 professionals across the following areas:

  • Recruitment and Talent Acquisition
  • Classification and Compensation
  • Pre-Employment Background Investigations
  • Workday HRIS Operations

In this role, you will:

  • Oversee agency-wide recruitment and talent acquisition initiatives, ensuring equitable and inclusive practices that attract and retain a diverse workforce.
  • Lead strategic planning, implementation, and evaluation of classification and compensation programs that support organizational needs and comply with collective bargaining agreements.
  • Ensure compliance with state and federal employment laws, Oregon Department of Public Safety Standards and Training (DPSST) regulations, and internal agency policies.
  • Provide direct supervision and performance management to a statewide team of professional-level staff.
  • Partner with legal and labor relations staff to respond to grievances, BOLI complaints, and other legal challenges related to HR practices.
  • Manage Workday HRIS operations, ensuring transactions are timely, accurate, and in compliance with system and audit standards.
  • Represent ODOC as a subject matter expert at recruitment and community engagement events.
  • Serve as a trusted advisor, by collaborating with agency leaders, labor partners, and external stakeholders to promote innovation, mitigate risk, and enhance HR services statewide.

This position exists within the Employee Services Division. The Employee Services Division includes the Recruitment, Classification and Compensation, Background, Workday Operations, Employee Relations, Labor Relations, Professional Development, Safety and Wellness, and Payroll teams.

You will interact with employees, management, labor unions, and other stakeholders in the course of your work and will often have to collaborate between multiple parties. You will work with state laws and policies, collective bargaining agreements, and federal acts. Successful candidates must possess the collaboration skills required to work effectively with the institution management teams, staff, labor unions, and community and private-sector partners.

Regular attendance is an essential function required to meet the demands of this job and provide necessary services. This position requires the incumbent to regularly enter a correctional institution/prison.

Minimum Qualifications

  • Six (6) years of supervision, management, or progressively related experience; OR
  • Three (3) years of related experience and a bachelor's degree in a related field (e.g. Human Resources, Public Administration, Business Management, Psychology, or Communication).

  • Experience interpreting, explaining, and applying Oregon rules, statutes, and policies, and federal laws and programs, related to employment and human resources;

  • Exemplary integrity, ethics, and personal accountability;
  • Experience collaborating with managers and providing guidance on HR topics;
  • Experience managing multidisciplinary teams across different geographic locations;
  • Strong understanding of Oregon state recruitment practices, including collective bargaining agreements, pay equity, personnel rules, and employment law;
  • Proficiency with Workday HRIS systems, including transactional oversight and data reporting;
  • Ability to work independently, prioritize workload, and follow up;
  • Ability to communicate confidently and effectively, verbally and in writing, with a diverse group of stakeholders;
  • Ability to maintain relationships, especially when delivering information which may be uncomfortable;
  • Ability to maintain strict confidentiality.

  • Reference checks will be conducted once a finalist has been identified, and that candidate must pass a criminal background records check.

Working Conditions

This position is based at DOC Headquarters in Salem, Oregon. Aside from any approved leave, there is an expectation that the person selected for this position will be on site three days per week, for at least the first six months while they are onboarding and in training. After initial training, there is opportunity for a hybrid schedule with a combination of in-office and remote work.

Some travel between institutions and administrative offices. Occasional overnight travel may be required. Incumbent must have a valid driver’s license or acceptable alternate means of transportation. Routine, direct contact with adults in custody (AIC) is required. This employee may work inside a secure, adult correctional facility and must incorporate practices to ensure the safety of staff and AICs. Must remain constantly alert and work unarmed in the midst of AICs. There is an inherent responsibility to support correctional security staff during periods of unrest. The incumbent of this position is subject to callback in the event of an emergency or work stoppage and is subject to assignment in any area of the institution. Possible encounters with abusive and/or hostile Adults in Custody (AICs) pose the risk of physical injury.

About the Process – What to Expect

Requirements for Employment

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
