Position Description

This position oversees and performs maintenance, construction inspection or other technical program management work. Provides leadership and oversight related to all aspects of construction projects by planning and controlling all elements of the project OR oversees one aspect of multiple maintenance, construction or otherwise technical projects. Responsible for oversight of all quality assurance/quality control aspects of technical projects. Work requires extensive contact with agency management, governmental officials and private entities. Typically reports to Section/Staff level managers. Employees at this level are virtually self -supervising and assume direct accountability for the work product.

Essential Duties:

  • Analyzes performance and objectives to identify improvement projects to include people, process, and technology.
  • Assesses project issues and develops resolutions to meet productivity, quality, and client satisfaction goals and objectives.
  • Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors and assures coordination and approvals through FHWA or USDOT.
  • Ensures compliance with Occupational Safety and Health Administration (OSHA) standards.
  • Evaluates and assesses business process improvement initiatives performed by others.
  • Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.
  • Monitors project phasing and traffic control plans and ensures adherence to approved safety standards.
  • Oversees project assignments, determines work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
  • Provides technical assistance in resolving construction problems related to contract administration.
  • Serves a coaching and leadership role for junior project managers.
  • Serves as a liaison and division contact in area of expertise and represents division at state and local level.
  • Trains professional and technical staff.
  • Performs other job responsibilities as assigned. This position requires driving a state vehicle.

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 6 YEARS maintenance management, construction project management; project management, process engineering and business process improvement methodologies. (Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.

  • Follow applicable safety standards, practices and procedures

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
  • Repetitive Motion-substantial movements of the wrists, hands, and fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
