The Health Through Housing (HTH) Systems, Services & Quality Manager is responsible for overseeing aspects of the Health through Housing (HTH) program including contract management for supportive housing services, quality improvement, system partnerships, technical assistance to housing providers, and other service-related operations. This position plays a critical role in ensuring the effective implementation of program initiatives, delivery of high-quality services, and continuous improvement of program outcomes. The HTH Systems, Services & Quality Manager holds responsibility for multiple portions of the HTH Initiative budget, including Service/Operating, Service Reserve, Outreach, and Behavioral Health categories. Additionally, they provide oversight of community engagement activities, training support for operators, collaboration with affiliated service providers, design and implementation of quality assurance and improvement activities, and continued development of the HTH Operator Handbook. Leading a dedicated team encompassing staff for Program Integration, Referral and Community, and Programs and Services, this manager collaborates closely with internal and external interest-holders to drive program excellence, enhance service delivery, and ensure positive outcomes for formerly homeless individuals in supportive housing by developing service-rich environments where people can heal and thrive.

Job Duties

To be considered minimally qualified applicant must demonstrate a background that provides the knowledge, skills and ability to:

  • Provide strategic leadership and guidance to the Program Integration, Referral and Community, and Programs and Services staff within the HTH program.
  • Oversee the HTH Program Budgets including Service/Operating, Service Reserve, Outreach and Behavioral Health budgets.
  • Develop and implement systems and processes to support the efficient operation of the HTH program, ensuring adherence to program guidelines and policies.
  • Implement equity and social justice principles and practices, understanding the effects of place, race, policy and systems-based inequities.
  • Oversee the delivery of high-quality services to individuals experiencing homelessness, ensuring compliance with program standards and objectives.
  • Provide oversight and continuous improvements to the HTH Operator Handbook.
  • Ensure effective implementation of community engagement activities, including compliance with program-relations municipal requirements and interlocal agreements.
  • Monitor and evaluate program performance and outcomes, identifying areas for improvement and implementing strategies to enhance service delivery.
  • Provide guidance and support to the team in developing and implementing effective referral protocols, training, technical assistance, and capacity-building for contracted operators, and program integration plans.
  • Collaborate with internal teams and external partners to develop and implement innovative approaches to address homelessness, leveraging best practices and evidence-based interventions.
  • Establish and maintain effective partnerships with community organizations, service providers, and government agencies to optimize service coordination and resource utilization.
  • Develop and implement quality assurance measures to monitor and assess the effectiveness and impact of program services, ensuring adherence to quality standards.
  • Lead and facilitate training and capacity-building initiatives for HTH staff and service providers, promoting continuous professional development and enhancing service delivery skills.
  • Stay informed about relevant industry trends, best practices, and regulatory requirements in the field of homelessness services, integrating this knowledge into program operations.
  • Utilize data analysis and reporting to track program outcomes, identify trends, and support evidence-based decision­ making.
  • Collaborate with the HTH leadership team to identify and address operational challenges, develop strategic initiatives, and implement program enhancements.

Experience, Qualifications, Knowledge, Skills

WE ARE LOOKING FOR CANDIDATES WHO HAVE:

  • Bachelor's degree in a relevant field, such as social work, public administration, or a related discipline and/or any combination of education & experience that demonstrates the ability to perform the job duties of the position.
  • At least 3 years of experience in program management, service delivery, or related roles, preferably in the field of homelessness, behavioral health, or social services.
  • At least 3 years of successful team leadership, including experience in motivating, coaching, and managing teams to achieve high levels of performance, collaboration, and professional growth.
  • Commitment to social justice, equity, and the principles of trauma-informed care.
  • Strong knowledge of issues related to homelessness and supportive housing programs, and best practices in service delivery for adult populations experiencing chronic homelessness and disabling conditions.
  • Advanced and proficient budget management experience at a high and often complex level, with oversight of multimillion dollar budgets preferred.
  • Experience in overseeing and managing community engagement activities and public facing communication and community relations.
  • Demonstrated ability to enhance and continuously improve program handbooks, ensuring compliance and alignment with program goals and objectives.
  • Experience in implementing quality assurance measures, monitoring program performance, and driving continuous improvement.
  • Demonstrated ability to build and maintain partnerships with diverse interest-holders, including government agencies, nonprofit organizations, and community groups.
  • Excellent analytical and problem-solving skills, with the ability to use data-driven insights to inform decision-making and improve program outcomes.
  • Strong leadership abilities, with the capacity to effectively manage teams, facilitate collaboration, and drive organizational change.
  • Excellent communication skills, both verbal and written, with the ability to convey complex information clearly and concisely.
  • Strong organizational skills, with the ability to prioritize tasks, manage multiple projects simultaneously, and meet deadlines.
  • Proficiency in using data analysis tools and software to generate reports, track program performance, and inform decision-making.

ADDITIONAL POSITION INFORMATION:

  • This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather.   • The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. This position is expected in the office and/or community 1-2 days a week and may increase depending on business needs. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm.
