The FBI’s Information Technology Infrastructure Division (ITID) is responsible for delivering advanced IT engineering and management leadership to enhance mission success in areas of national security, law enforcement, intelligence, counterintelligence, and counterterrorism. The division ensures the FBI’s IT capabilities are secure, reliable, and efficient for the retrieval, sharing, use, and analysis of mission-critical information.

We are seeking a results-driven Program Manager to lead and oversee all aspects of ITID program execution under this contract. This role requires a skilled leader with a strong background in IT management, workforce oversight, and government contract performance.

Responsibilities

  • Serve as the primary point of contact and program authority for all aspects of the IT contract supporting ITID.
  • Provide both administrative and technical leadership to ensure contract success and alignment with FBI mission needs.
  • Ensure contract positions are filled at or above 95% at all times with appropriately cleared and qualified personnel.
  • Oversee full employee lifecycle functions, including recruitment, hiring, onboarding, and, when needed, termination.
  • Maintain full compliance with federal and FBI security protocols, ensuring no lapses in personnel clearance or VAR (Visitor Access Request) status.
  • Ensure all contract deliverables and assigned tasks are completed accurately and delivered on schedule.
  • Manage timely creation and submission of all required documentation in compliance with FBI standards and procedures.
  • Communicate effectively and frequently with government stakeholders regarding personnel status, deliverables, contract performance, and issues.
  • Promote continuous improvement, high-quality service delivery, and mission-focused problem-solving.

Qualifications

  • U.S. Citizenship and active Top Secret security clearance required; SCI eligibility strongly preferred.
  • Minimum 10 years of experience in Information Technology roles, with broad exposure to infrastructure, operations, and systems.
  • Minimum 5 years in a leadership or management capacity, ideally overseeing government IT contracts.
  • Demonstrated experience managing large, multi-functional teams in high-security environments.
  • Strong understanding of federal security clearance processes and documentation requirements (e.g., VARs).
  • Proven ability to deliver contract performance and personnel readiness in alignment with mission and regulatory requirements.
  • Excellent organizational, leadership, and communication skills.
  • PMP or similar project/program management certification preferred.

Desired Qualifications:

  • Experience supporting FBI, DOJ, or similar federal law enforcement or intelligence IT environments.
  • Familiarity with IT infrastructure frameworks, NIST standards, and FISMA compliance.
  • Experience managing classified IT operations or facilities with personnel requiring various clearance levels.
  • Prior success in scaling technical staffing operations under stringent security guidelines.
