Project Background:

Palladium is implementing the USAID-funded Translating Data for Implementation (Data.FI) award. Data.FI is a $180 million project which serves as USAID’s primary mechanism for data, technology, and health information systems to support HIV activities across strategic PEPFAR countries. Data.FI is part of a suite of large-scale global HIV programs that USAID has awarded and represents the next generation of HIV/AIDS programs. Data.FI plays a key role in USAID’s goals of helping partner countries on their Journey to Self-Reliance and transitioning local organizations to prime recipients of USG funding.

The overall goal of the Data.FI project is to improve global, regional, and national in-depth analyses of HIV epidemiologic and program data that can be directly applied to expedite the achievement of PEPFAR targets to attain and sustain control of the HIV epidemic. The focus also includes directly supporting host country governments and implementing partners to further enhance existing health information system platforms to inform management responses to well-defined gaps in HIV/AIDS programming. In order to ensure rapid access to high quality data, Data.FI works towards: accelerating data utilization to rapidly course correct and take to scale cost-effective and impactful activities, models and approaches required to attain and maintain HIV epidemic control; scaling and optimizing in-country health information system capabilities to collect, exchange, adapt, govern, and visualize information in order to track the attainment and maintenance of HIV epidemic control; and supporting the transition of prime funding and implementation to capable local partners.

Position Summary:

The Product Implementation Manager for Bahmni/EMR leads the strategic rollout, customization, and operationalization of electronic medical record systems—primarily Bahmni—across health facilities in Ethiopia. This position plays a critical role in aligning EMR solutions with national digital health priorities, facility workflows, and clinical guidelines. The role involves working in close collaboration with the Ministry of Health (MOH), regional health bureaus (RHBs), facility administrators, clinical staff, and technical partners to ensure successful EMR adoption, effective user support, and sustained data use. The ideal candidate has a strong understanding of digital health product implementation, user-centered design, and facility-level service delivery, enabling the integration of technology into real-world health systems for improved continuity of care and clinical decision-making.

Primary Duties and Responsibilities:

  • Lead end-to-end planning and management of Bahmni/EMR implementation across hospitals and health centers, ensuring alignment with MOH digital health strategies.
  • Facilitate site assessments, workflow mapping, gap analysis, and readiness evaluations to tailor EMR deployment strategies to specific facility contexts.
  • Oversee EMR system configuration, localization, and integration with other national platforms such as DHIS2, LMIS/Dagu, and eCHIS.
  • Collaborate with developers, health IT staff, and facility teams to ensure EMR workflows support clinical documentation, patient tracking, referrals, and reporting.
  • Coordinate and support training of clinical staff, IT officers, and health managers on EMR use, data entry protocols, and troubleshooting procedures.
  • Monitor EMR adoption and utilization indicators (e.g., encounter data completeness, system uptime) and develop interventions to improve data quality and use.
  • Capture and document lessons learned, use cases, and implementation challenges to inform system refinements and national scale-up strategies.
  • Serve as the key liaison between product developers, MOH leadership, and facility-level stakeholders to ensure feedback is reflected in product upgrades.

Required Qualifications:

  • Degree in Health Informatics, Public Health, or IT with experience in clinical systems.
  • Minimum 5 years of experience in digital health or EMR implementation.
  • Experience working with Bahmni, OpenMRS, or other EMR platforms.
  • Strong understanding of Ethiopian clinical workflows and facility-level operations.
  • Demonstrated ability to coordinate diverse teams and partners.
