The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic Registered Nurse to join our regulatory department and serve as the Executive Director of the Board of Nursing (Nursing Standards Representative) within our Professional Licensing Division at our central office near Valley Junction in Des Moines, Iowa.

DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers’ Compensation, and Administration.

The Nursing Standards Representative position reports to the Bureau Chief of Board Operations, and will serve as the Executive Director for the Board of Nursing and other boards as prescribed by their supervisor; and, as the Nursing Standards Representative. Current licensure as a Registered Nurse with the State of Iowa is a required selective for this position. Experience in working with nursing education programs, professional boards and the public is desirable. This position will be located at 6200 Park Avenue in Des Moines.

Desired skills and abilities include:

  • Knowledge of the principles of nursing theory and practice.
  • Knowledge of current teaching methods, procedures and theories application to nursing education or administration.
  • Ability to gain a strong working knowledge of all statutes, administrative rules, and professional standards
  • Ability to independently plan and organize systems and services to meet the needs of the agency.
  • Ability to interact with medical and nursing professionals, private and public officials, and the general public on a local, national and international basis.
  • Works and communicates with internal and external clients and customers to meet their needs in a polite, courteous, and cooperative manner. Committed to quality service.
  • Displays a high level of initiative, effort and commitment towards completing assignments efficiently. Works with minimal supervision. Demonstrates responsible behavior and attention to detail.
  • Expresses information to individuals or groups effectively, considering the audience and nature of the information. Listens to others and responds appropriately.

What You’ll Do

You will be an integral member of our Licensing Division’s Board Operations team, providing direct support to the agency’s operations by:

  • Prepare board meeting agendas, facilitate meetings, and present materials to a diverse group of stakeholders.
  • Apply and interpret complex laws, rules, and regulations. Draft administrative rules and make recommendations as to necessary statute changes.
  • Identify and analyze problems related to licensing, board rules, and other issues and offer solutions.
  • Determine accuracy and relevancy of information, and use sound judgment to evaluate alternatives to make recommendations.
  • Oversee the accreditation of nursing education programs for Iowa Board of Nursing.
  • Provide nursing expertise to the Board, Division, and public on all matters related to the practice of nursing.
  • Explain complex nursing practice information to board members and members of the public in a way that is easily understandable.
  • Collect and report on nursing education and workforce data.

Minimum Qualification Requirements

Graduation from an accredited college or university with a Masters degree in Nursing, and experience equal to three years of full-time professional experience in nursing education or administration.
