The Opportunity:

As the Enterprise Integrated Broadcast System (IBS) Performance Manager you will be responsible for monitoring status, availability, and throughput of a global distributed IT enterprise providing actionable perishable intelligence and critical data to support national security operations among multiple agencies, producers, and combatant commands. You will directly support the IBS Operations Manager in supervising personnel on the Global IBS Enterprise Staff and managing day-to-day activities of a 24/7 technical support watch. You will oversee all activities of watch and enterprise staff in the absence of the IBS Operations Manager.

Additionally, you will perform program management duties on three work plans under F3I-3 encompassing GIBSSC Operations and Enterprise Operations.

Responsibilities:

  • Support Operations Manager in overseeing day-to-day activities of GIBSSC contractor personnel and IBS Enterprise Operations
  • Ensure currency of GIBSSC Watch schedule ensuring 24/7 technical support
  • Ensure contractor personnel are trained and compliant with agency requirements
  • Maintain administrative requirements in support of all GIBSSC functions
  • Serve as member of the Producer Engagement team responding to requests for information regarding the IBS, fulfilling national and tactical intelligence requirements.
  • Directly Supervise select IBS Enterprise Operations contractor staff
  • Assist in planning and execution of an annual symposium attended by 200 international IBS producers and users from the global Five Eye community
  • Responsible for three program work plans directly supporting the F3I-3 portfolio manager
  • Submit monthly status reports ensuring accuracy and completeness documenting cost, schedule, performance, risks, and dependencies
  • Submit weekly activity reports documenting activity and accomplishments of GIBSSC Operations and Enterprise Operations
  • Keep portfolio manager apprised of planned travel and procurements under subject work plans

Qualifications:

Required:

  • Active TS/SCI clearance
  • Bachelor’s degree in information technology, Computer Science, or related field; or 10 years of direct experience in hardware/software mission systems installation, maintenance, and performance tracking in lieu of education
  • 5 years of personnel management experience in a large, distributed enterprise
  • 5 years of experience tracking/reporting program performance, equipment accountability, budget execution, and program planning
  • Possess and apply expertise on multiple complex work assignments while supporting multiple projects
  • Operate with appreciable latitude in developing methodology and presenting solutions to problems
  • Strong analytical and problem-solving skills

Desired:

  • PMP Certification

The proposed salary range for this position is:

$103,800 - $218,100
