Primary Purpose:

Provides leadership and coordination for the district’s Dual Language and ESL programs to support the academic and linguistic success of Emergent Bilingual students.

Qualifications:

Education/Certification:

  • Valid teacher certification
  • ESL and/or Bilingual Certification
  • Texas Reading Academy certification preferred
  • Master’s degree in education or subject-related field or valid Texas certificate in Supervision Administration and/or Mid-Management Administrator preferred or such other credentials as may be required by the State Board for Educator Certification for this position
  • Special Knowledge/Skills:Extensive knowledge of curriculum, instruction, assessment, TEKS, and state assessments.
  • Deep knowledge of second language acquisition and the affective, cognitive, and linguistic needs of Emergent Bilingual (EB) students.
  • Strong understanding of Content-Based Language Instruction (CBLI) and how to embed language development into secondary content areas.
  • Familiarity with English Language Proficiency Standards (ELPS) and integration into lesson design and instruction.
  • Familiarity with newcomer and SIFE student needs at the secondary level.
  • Strong communication, training, and presentation skills.
  • Ability to work effectively with principals, teachers, and students.
  • Ability to lead Professional Learning Communities and provide instructional coaching.
  • Demonstrated strength in instruction, curriculum, and lesson design/delivery.
  • Ability to utilize data to inform instruction and diagnose achievement.
  • Support implementation of district curriculum, teaching strategies, and best practices.
  • Provide professional development, model teaching, and instructional leadership.
  • Participate in classroom walkthroughs and demonstrate campus-level leadership skills.
  • Experience:Minimum of five years teaching and/or admin experience, required
  • Experience in conducting staff development and/or mentoring teachers
  • Experience in developing curriculum activities and TEKS-based assessments

Major Responsibilities and Duties:

  1. Coordinate the development, implementation, and continuous improvement of the district's Dual Language and ESL programs in alignment with state mandates, Title III requirements, and district goals.
  2. Collaborate with curriculum departments to ensure language development is integrated into Tier 1 instruction and support the use of research-based instructional practices for bilingual and ESL classrooms.
  3. Plan, facilitate, and support within PLCs and provide professional development for teachers, coaches, and administrators focused on Dual Language, ESL, biliteracy, and second language acquisition strategies.
  4. Ensure compliance with state and federal regulations, including LPAC processes, TELPAS administration, and Title III documentation and reporting.
  5. Monitor and analyze student performance data such as TELPAS, STAAR, and language proficiency assessments to inform programming decisions and identify areas for support.
  6. Provide instructional leadership and guidance on effective language instruction models, including co-teaching, sheltered instruction, and content-based language instruction.
  7. Collaborate with campus leaders, content coordinators, and instructional specialists to align support systems for Emergent Bilingual students and build staff capacity.
  8. Support initiatives that strengthen family and community engagement, ensuring multilingual families have access to communication and opportunities to participate in their child's education.
  9. Oversee systems and supports for Newcomer and immigrant students, including placement protocols and academic interventions.
  10. Assist in managing Title III-funded activities to ensure appropriate use of funds, alignment with grant goals, and proper documentation.

District-wide and statewide travel. Occasional prolonged and irregular hours. Physical demands of preparing for professional development sessions.
