JOB PURPOSE: The IT Manager – Clinical Applications (CAM) is responsible for planning, implementing, and managing the clinical applications related to the Electronic Medical Record (EMR) software application environment (currently Epic and referred to throughout as Epic) on behalf of El Rio. The CAM develops application management plans that includes, but is not limited to, updates, upgrades, patches, changes, data interchange, etc. for each clinical application to which they have been assigned. The CAM ensures the application environment is stable and reliable. The CAM works with the appropriate IT Manager to ensure the application’s server environment is maintained (patched, secured, updated as needed), as appropriate. For cloud-hosted applications, the CAM ensures the vendor maintains the application according to contractual terms and in a manner that meets the needs of the organization. The CAM is responsible for participating in the El Rio Change Advisory Board (or similar) to ensure changes are analyzed, reviewed, and tested prior to being implemented. The CAM maintains processes related to managing and documenting system enhancements, new modules, system changes, and projects related to the applications for which they are responsible

Essential Job Functions:

  • Provides IT leadership for the management of the overall clinical application environment, including all Epic and Epic-related applications, and all interfaces to/from Epic.
  • Provides IT leadership for application analyst team(s) to install, update, configure, test, manage, maintain, troubleshoot, and upgrade assigned clinical applications.
  • Participates in IT demand management process to ensure project and application requests are reviewed against application capabilities, features, and functions as well as El Rio clinical operational needs.
  • Participates in Epic Change Advisory Board (CAB) to track, prioritize, and manage requested change to the features, functions, and modules in Epic.
  • Participates in IT Change Control process to ensure all IT changes are properly requested, reviewed, documented, and processed according to El Rio standards and in accordance with application requirements and constraints.
  • Compiles and presents information to a variety of internal and external stakeholders regarding clinical application product roadmap, upgrade process, upgrade timing, project plans, etc. in a professional manner.
  • Works with stakeholder across the organization to understand and define clinical application change requests, to oversee the development of scope, requirements, priorities, dependencies, etc. related to the Epic environment.
  • Interfaces with Epic and El Rio technical staff to ensure the clinical application environment is managed according to Epic and El Rio IT standards.

Minimum Education and Experience:

  • Bachelor’s Degree in Information Science, Business or a related field from an accredited college or university a related area or equivalent experience
  • Five (5) years’ experience working in a healthcare environment as a subject matter expert, trainer, lead, and/or supervisor.
  • Five (5) years’ experience working with clinical applications (designing, configuring, building, testing, validating, troubleshooting, repairing, updating, and/or using)
  • Five (5) years’ experience in a management, supervisory or leadership role

If applicable, equivalent combination of education and experience may be considered, and must be directly related to the functions and responsibilities of the job

Required Licenses, Certifications, and Registrations:

  • Employees in this position are required to have reliable transportation that can meet any operational reassignments of the organization during the workday. If an employee is driving during work hours, the employee is required to possess a valid driver’s license and must be in compliance with Arizona vehicle insurance requirements

Preferred Education, Experience, Skills, Abilities:

  • Current or prior Epic/EHR application certification.
  • Seven (7) or more years’ experience in a management, supervisory or leadership role
  • Experience leading or participating in an effective IT change control function.
  • Experience managing or interacting with clinical applications such as Ambulatory, Revenue Cycle, Professional Billing, etc.

El Rio Health requires all employees to have a Level One Fingerprint Clearance card. A.R.S. 36.425.03. If the prospective employee does not possess this prior to hire, fingerprint application must be completed within 7 days post hire. Level One (1) Non-IVP Fingerprint Clearance card must be received within 30 days after applying for the fingerprint card.

All employees are strongly recommended to obtain COVID 19 and maintain vaccination status (i.e., as recommended by CDC and/or other public health agencies) to include an Influenza vaccination. Personnel who decline to receive COVID 19 and/or flu vaccination per most recent CDC recommendations will be recommended to wear a facemask while in an El Rio Health facility, including both clinical and non-clinical areas from November 1 to April 30 (subject to change depending on viral activity). Subject to exemptions and accommodations when required by law.

All employees are required to undergo drug testing prior to employment and will be subject to post-accident, reasonable suspicion, return to duty and follow up drug and alcohol testing in compliance with Federal and State regulations for alcohol and controlled substance testing. Employees in positions holding responsibility for the safety and welfare of others will also be classified as safety sensitive.
