Position Information

TxDOT Materials and Tests Division's Structural Materials (STR) Section is looking for a Transportation Engineer I, II, or III at our Stassney Campus who has excellent problem-solving skills, is eager to learn, and will enjoy working with a group of talented professionals to ensure quality on Texas roadways. The candidate selected will work alongside a team of professionals to provide direct engineering support to STR's field inspection personnel located throughout Texas in the area of structural steel fabrication. The work also entails supporting TxDOT's 25 districts by ensuring the quality of structural materials furnished to construction and maintenance projects statewide comply with specifications. The candidate will work alongside an experienced

quality assurance team to assess the fabrication, inspection, and non destructive evaluation (NDE) operations at structural steel fabrication plants. The candidate selected will also have the opportunity to enhance STR's quality assurance programs, TxDOT specifications, and represent STR at meetings, technical conferences, etc. STR believes in investing in its team members by providing cross training opportunities in the areas of fabrication and inspection of structural steel girders, railing, signing, lighting, and signal support structures, and others. Position Description

Transportation Engineer I

Performs engineering work in the area of construction of structural steel bridge members. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details.

Transportation Engineer II

Performs [complex] engineering work in the area of construction of structural steel bridge members. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities.

[Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor].

Transportation Engineer III

Performs [advanced] and complex engineering work in the area of construction of structural steel bridge members. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. [Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence].

Essential Duties:

Transportation Engineer I

  • Assists district and division personnel on material and/or fabrication requirements and advises of appropriate material and/or fabrication application and acceptability.
  • Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
  • Investigates materials failures or fabrication problems; reviews test data and assists in determining cause of failing materials.
  • Makes presentations and represents TxDOT.
  • Monitors fabricator's compliance with plans and specifications.
  • Represents the district/division at various meetings.
  • Resolves differences between fabricators and inspectors.
  • Reviews literature, technical data, material specifications and procedures.
  • Writes reports, specifications and test procedures.
  • Performs other job responsibilities as assigned.

Transportation Engineer II:

All the above and the following:

  • Assists in developing and/or monitoring budgets.
  • Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.
  • Develops training courses and/or materials.
  • Reviews shop drawings prepared by fabricators for bridges and related structures.
  • Trains engineering staff.
  • Updates, reviews, monitors, and/or reviews requests for changes to plans, manuals and/or standard sheets.

Transportation Engineer III:

All of the above and the following:

  • Analyzes schedule trends, determines risks and recommends options to management for corrective action for complex projects.
  • Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.
  • Reviews and supports Standard Operating Procedures for maintaining and archiving project schedules; managing resources; managing budgets; managing project changes, and managing quality performance measurements.

Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

Transportation Engineer I:

4 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Transportation Engineer II:

5 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Transportation Engineer III
