The Kentucky Department of Education (KDE), Office of Finance and Operations, Division of District Support, District Financial Management Branch has an opening for an Administrative Branch Manager position in Frankfort, KY.

The department seeks to hire a smart, experienced, hardworking, and dependable Administrative Branch Manager to join our dedicated team. DUTIES AND RESPONSIBILITIES:

  • Provide overall management within the District Financial Management Branch, Division of District Support.
  • Request administrative reports and research in the areas of Local District Health/Life Insurance, oversee flexible medical spending accounts, oversee desk reviews of local Board of Education's financial audits to assure economical and efficient operations. Supervise the collection of district submission of required financial and reimbursement documents. Respond to requests from internal and external customers.
  • Analyze, interpret, and make recommendations in development of policies and procedures, for assigned program areas. Apply and enforce department rules, regulations, and policies. Ensure compliance with federal and state reporting requirements. Actively seek ways to improve efficiency and effectiveness.
  • Authorize overtime and leave, recommend salary increases and promotions and evaluate the performance of staff. Recommend disciplinary action, investigate, and respond appropriately consistent with laws, regulations, policies, and procedures relating to personnel. Coordinate branch training activities. Assist in the development of the division budget and monitor the use of budgeted funds assigned to the branch.
  • Prepare and deliver oral or written communications to the general public, school district personnel, courts, attorneys, legislators, and local, state, and federal government officials on all branch activities as required.
  • Perform other duties as assigned.

Preferred Skill: Accounting, Financial Reporting, and/or Financial Auditing experience.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Five years of professional administrative experience.

Substitute EDUCATION for EXPERIENCE: A master's degree in public or business administration or a related field will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: Additional administrative, business or research experience will substitute for the required education on a year-for-year basis.

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
