Administrator – Special Education Programming and Specially Designed Instruction Support

Position Summary:

The Administrator for Special Education Programming and Specially Designed Instruction (SDI) provides district-wide leadership for the development, implementation, and continuous improvement of instructional programs and services for students with disabilities. This position is responsible for overseeing the work of OESS coordinators and program specialists who support specially designed instruction, curriculum access, and programming aligned with IDEA and Oklahoma Academic Standards. In collaboration with other OESS administrators, the Administrator ensures that students with disabilities receive high-quality instruction and services across all settings. The Administrator fosters alignment between instructional priorities, compliance mandates, and professional development systems to promote improved student outcomes and instructional excellence.

Essential Duties:

Great Teaching & Learning (Instructional Infrastructure):

  • Provide strategic leadership in the design, implementation, and evaluation of instructional programming and specially designed instruction (SDI) for students with disabilities.
  • Provide guidance, coaching and leadership to schools in the implementation of SDI, co-teaching, inclusive practices, and standards-aligned curriculum supports.
  • Collaborate with Curriculum, Instruction, and Professional Learning and other district departments to ensure curriculum and assessment access for all students with disabilities.
  • Monitor and evaluate the effectiveness of instructional programming, recommending modifications based on student outcomes and research-based practices.
  • Facilitate the use of data to drive instructional decision-making and program improvement at the school and district levels.

  • Supervise and support OESS coordinators and program specialists responsible for instructional content, curriculum adaptation, school support, and teacher support.
  • Support the design and delivery of professional development and coaching systems to build the instructional capacity of teachers, related service providers, and campus leadership.
  • Provide ongoing communication and collaboration with site administrators to support school-based implementation of instructional practices for students with disabilities.
  • Support the Executive Director and OESS leadership team in long-range strategic planning related to staffing, professional growth, and leadership development.

Great Culture (Systems Leaders):

  • Collaborate closely with other OESS administrators to ensure consistent practices, compliance, and integration of services across all district schools and specialized programs.
  • Champion inclusive practices by leading district efforts in Least Restrictive Environment (LRE) placement and co-teaching implementation.
  • Foster collaboration and shared ownership with site leaders to build a culture of support, high expectations, and belonging for students with disabilities.
  • Provide strategic communication and ongoing engagement with school leaders to reinforce district values and priorities related to equity, inclusion, and access.

Great Systems (Support & Accountability):

  • Lead district efforts to monitor and improve outcomes in areas including but not limited to: LRE, Indicator 3 (assessment participation/performance), and Indicator 5 (placement data).
  • Facilitate the use of student outcome data to inform strategic decisions and support instructional programming at both school and district levels.
  • Support the Executive Director in long-range strategic planning related to curriculum access and resource allocation.
  • Perform all other duties as assigned to support the mission and goals of OESS and Oklahoma City Public Schools, contributing to a culture of accountability and continuous improvement.

Minimum Qualifications (Knowledge, Skills and/or Abilities):

  • Master’s Degree in Special Education, Educational Leadership, Curriculum & Instruction, or a related field from an accredited institution.
  • Valid Oklahoma certification in special education or related administrative endorsement.
  • Minimum of five (5) years of experience in a special education leadership or instructional leadership role.
  • Minimum of five (5) years of successful experience in special education, including experience with instructional programming, SDI, or curriculum adaptation.
  • Experience supervising professional personnel and managing program implementation across multiple sites.
  • Demonstrated knowledge of IDEA, Oklahoma Academic Standards, instructional frameworks, and evidence-based special education practices.
  • Experience supporting inclusive practices, co-teaching models, and universal design for learning.
  • Strong organizational, strategic planning, and communication skills.
  • Deep understanding of specially designed instruction, curriculum access, and differentiated instructional practices for students with disabilities.
  • Demonstrated success in leading teams and managing complex instructional initiatives.
  • Ability to build and maintain collaborative relationships with school leaders, educators, and other district departments.
  • Strong analytical skills for data interpretation and continuous improvement planning.
  • High level of professionalism, integrity, and commitment to equity for all students.
  • Effective written and oral communication skills, including formal presentations and professional correspondence.
  • Proficient in educational technology systems and data platforms.

Preferred Qualifications (Knowledge, Skills and/or Abilities):

  • Experience working in urban or diverse school settings is preferred.
  • Relevant experience may be substituted for formal education at a 2:1 ratio. Therefore for every 1 year of college lacking, 2 years of directly relevant experience may be substituted.

Physical/Mental Requirements:

  • Must have adequate manual dexterity to write legibly and perform required duties on a computer.
  • Must have adequate visual acuity to read, interpret and transcribe written material and other required duties.
  • Requires normal range of hearing and clear speaking abilities to interact appropriately with others in person and on the telephone.
  • Able to bend and stoop, lift 25 lbs, stand and/or sit for extended periods of time.
  • Sitting for prolonged periods of time.
  • May periodically require work outside of normal business hours, including weekends, under sometimes. stressful conditions in order to meet business needs and strict deadlines.

Work Environment:

  • Office duties will be performed in a well-lighted, climate-controlled environment.
  • Will require time in office, as well as external meeting locations with community partners or schools throughout the OKC metro area.
  • Participation in meetings and activities outside of normal business hours, including weekends and holidays, may be required.
  • May be required to work overtime and weekends and holidays.

Compensation: Schedule 904

Work Days: 242

FTE: 8 hours per day
