We are seeking a skilled and experienced Senior Civil Construction Estimator specializing in large size, complex utility infrastructure projects. This role is responsible for preparing detailed and accurate cost estimates for underground and overhead utility construction, including water, sewer, stormwater, gas, duct bank, electric, and telecommunications systems. This position plans all projects within expectations for efficient use of personnel, equipment, materials and subcontractors in adherence with contract requirements, time guidelines and other restrictions. The ideal candidate will bring deep industry knowledge, strong analytical skills, and a proven track record in utility estimating.
Primary Outcomes:
- Fully responsible for the preparation of accurate and complete bid estimates, travel to job locations to confirm project site conditions, and lead bid strategy and presentation discussions.
- Ensures bid deadlines and customer presentation requirements are met. Proactively identify and suggest solutions for known or anticipated construction problems to minimize cost and reduce risk.
- Provides insight to thought leadership in the continuous improvement of methodology, tools and approaches using fundamentals of Project Management practices.
Responsibilities
- Analyze project plans, specifications, and related documents to develop comprehensive cost estimates for utility construction projects.
- Perform detailed quantity take-offs for underground and overhead utility systems.
- Solicit and evaluate subcontractor and supplier quotes to ensure competitive pricing.
- Prepare bid proposals and cost breakdowns for private sector and public utility projects, including Data Centers, Advanced Manufacturing and Investor-Owned Utilities
- Collaborate with project managers, engineers, and utility coordinators during the preconstruction phase.
- Identify cost-saving opportunities through value engineering and alternative construction methods.
- Maintain up-to-date knowledge of utility construction materials, methods, and market pricing.
- Participate in bid reviews and post-bid evaluations.
Business Acumen:
- Fully understands major business components and implications relating to estimating and cost control within the assigned Region or Division.
- Ensures compliance with the established Project Management Methodology and upholds safety and quality management protocols.
Leadership and Interaction:
- Individual contributor with responsibilities for providing guidance in larger initiatives and coordinating internal processes. May manage or provide technical guidance and coaching to less experienced personnel.
- Interface with various internal and external stakeholders on planning and scheduling related items and functions including reporting requirements, progress reporting, complaint schedules, etc.
- Communicate with influence to client group and team members; present effectively.
- May be responsible for managing additional resources assigned to an initiative/project, dependent on scope. Includes training, mentoring, and assignment of work.
- Aids in ensuring that team goals, roles, protocols, and business relationships are consistent with high-performance requirements and congruent with the company's strategy. Leads by example in an environment that fosters trust and candor, maintains personal accountability, and communicates assertively and constructively.
Qualifications
Education
BS degree in Project Management, Engineering, or Construction related field; or equivalent work experience.
Minimum Qualifications:
- Minimum of 7-10 yearsof experience in civil construction estimating, with a focus on utility infrastructure.
- Bachelor’s degree or equivalent industry experience in Civil Engineering, Construction Management, or related field.
- Proficiency in estimating software (e.g., B2W Estimate, HeavyBid ,Bluebeam, AutoCAD).
- In-depth knowledge of utility construction standards, trenching, shoring, pipe installation, and restoration.
- Strong understanding of local, state, and federal utility regulations and permitting processes.
- Excellent communication, negotiation, and organizational skills.
Preferred Qualifications:
- Experience with general contractors, data centers, electric and gas utility projects and utility coordination.
- Familiarity with GIS systems and digital takeoff tools.
- Professional certifications such as Certified Professional Estimator (CPE) or PMP.
