Duties

Serves as a subject matter expert on matters affecting children, youth and teens and their families. Supports the Child Youth and Teen, Compliance Supervisor in regulatory compliance requirements for Children Youth and Teen Program and senior subject matter expert (SME) over Marine Corps Children Youth and Teen program compliance in the Family Care Branch, Marine and Family Programs Division, Manpower and Reserve Affairs Department, Headquarters Marine Corps. Provides support for an established inspection program to monitor and maintain compliance of facilities and programs that include child development centers, school age care programs, family childcare programs, youth and teen programs, youth sports programs, and resource and referral services in accordance with Marine Corps, Department of Defense and established standards related to the nature of work and governmental requirements.

Incumbent reports to the Supervisory CYTP Compliance Specialist. Discusses matters involving difficult technical problems, application of new or questionable techniques and methods, clarification with the Supervisory CYTP Compliance Specialist. Provides technical assistance in areas assigned to field level staff on matters related to CYT Program delivery.

Develops regulatory compliance related briefings and briefs supervisors and base level personnel on activities and program requirements. Prepares supporting documentation for presentations and proposals. Prepares correspondence, briefs, action documents, routing sheets, point papers and slide presentations for use by management officials. Completes special projects as directed. Develops and conducts CYT program training for installation representatives. Develops and presents training agendas and researches and selects training topics. Drafts proposed changes to Marine Corps CYTP directives and compliance guidance.

Maintains extensive contact with field level staff, other program specialists and officials of other related agencies and organizations to resolve problems, advise on and render technical assistance in areas such as changes or improvements in program objectives, utilizing facilities and staff, redirecting programs to provide more efficient and effective service.

Develops and analyzes data to be used in preparing analytical and interpretative reports and guides of program operation. Selects pertinent techniques for data collection to identify aspects of successful program operations. Selects successful methods and techniques used by other local officials (federal, state, local) and adapts and extends methods and techniques into new patterns to solve problems. Utilizes a variety of fact finding techniques such as interviews, cases analysis and observation, to elicit appropriate data, identify areas of operation, and oversee and participate in fact finding, development of recommendations and preparation of reports of findings. Performs and oversees performance of research and fact-gathering assignments to provide background information, exchange ideas and discuss application of new knowledge and procedures. Reviews proposed changes in program plans and agency procedures to determine compliance with federal, state, statutory and regulatory requirements.

Participates in planning for and attending conferences, meetings and other relevant activities as designated by Program Manager. May present information at local, regional, state and national conferences/forums on Marine Corps CYTP initiatives.

This is a white-collar position where occasional lifting up to 20 lbs may be required.

EVALUATIONS:

Qualifications

Bachelor¿s Degree in Education, Early Childhood Education or a related field appropriate to the work of position AND three years of experience that demonstrates skill to serve as a recognized expert to support day-to-day operation that encompasses: mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above. Three years' experience working with DoD Child and Youth programs is highly preferred.

Skill to propose operational guidelines for program operations and facilities when established guidelines have not been successful, do not apply or none are available; program scope, requirements and deliverables that require combined resources of many divisions and agencies; develop, modify or provide best of current successful projects to stimulate development and improvement of programs; implement high visibility or complex program plans that significantly affect overall operation and credibility of the agency to meet objectives; coordinate and integrate project activities that require negotiation and resolution of conflicts and controversial disputes over applicability of guidelines and operation of programs; monitor project activities and resources to mitigate risks that can have far reaching effects on operations and/or on large groups of people.

Knowledge of and ability to conduct high level analytics regarding program and statistical information to recommend solutions or appropriate action to improve efficiency and effectiveness. Skill in oral and written communication to prepare and present recommendations, solutions and presentations. Ability to maintain high tempo production and manage multiple requirements. Skill to coordinate and interact with numerous activities, and various echelons both within and outside the Marine Corps.

Knowledge of Department of Defense, Secretary of the Navy, and Marine Corps regulations and policies regarding military children, youth and teen programming. Knowledge of Federal, State and local child health education, social service, fire, safety and health, resource and referral services, school age child care, contract, hourly and interagency initiatives. Satisfactory completion of a background checks in accordance with IAW PL 101-647 to include a NACI.
