The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Incident Management Unit (IMU) within the Division of Quality Improvement (DQI) was created to ensure the safety and welfare of individuals with developmental disabilities. Most significantly the need to have 24 hour incident management staffing coverage to ensure immediate protections are implemented when there is a report of abuse or neglect (or other significant incidents). Additional resources are necessary so we can ensure that NYS is meeting its commitment to enhanced protections for individuals with disabilities.

The IMU will be taking on several large projects for the agency which will require a great deal of administrative and project support. With the implementation of the Access Rule, this position will allow the unit to ensure additional requirements are being met, and participate in system wide planning processes to ensure compliance.

  • Provide professional, administrative and technical support to the Incident Management Unit in the areas of personnel and established office procedures within the unit.
  • Preparation of materials and assistance for meetings with stakeholders and internal staff including technical assistance for conference calls, videoconferences, Webex, Teams, etc.
  • Develop, implement and maintain tracking and record keeping systems, while maintaining deadlines.
  • Prepare and track correspondence and respond to inquiries on behalf of the unit, as appropriate, obtaining information necessary or referring to appropriate staff, divisions, etc.
  • Prepare written material, letters, forms, presentations, policies and procedures.
  • Maintain electronic filing systems and ensure internal processes are maintained.
  • Maintain distribution lists and dedicated mailboxes for all agencies in the OPWDD system.
  • Develop an understanding of the Part 624 and Part 625 (14 NYCRR Part 624) handbook, commentary and FAQs and provide

advice and direction as appropriate.

  • Provide assistance as needed within the unit.

A bachelor’s degree in a human services field.

For appointment to the Program Operations Specialist Trainee 2, NS (equivalent to SG-16):

For appointment to Program Operations Specialist 1, SG-18:

A bachelor’s degree in a human services field and two years of experience in a federal or state certified human service program. One year of this experience must have been in a professional administrative position in which a major duty involved planning, coordinating, monitoring or evaluating a provision of services for people with developmental disabilities. This experience must have included information gathering and analysis.

Substitution:

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

COMPETITIVE MINIMUM QUALIFICATIONS:

Candidates must be reachable for appointment on the current Civil Service Eligible List or the Professional Career Opportunities (PCO) Eligible List for this title.

TRANSFER QUALIFICATIONS:

Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
