Position: Infrastructure & Engineering Manager
Position title of supervising manager: CEO – Walvis Bay
TIN is seeking a highly experienced and technically skilled Infrastructure & Engineering Manager to lead and oversee the design, development, and execution of all civil and marine infrastructure initiatives across the terminal. This is a senior leadership role responsible for ensuring the terminal’s long-term operational readiness, structural integrity, and expansion planning through world-class engineering project execution and maintenance strategies.
Main Responsibilities:
Lead the planning and implementation of terminal infrastructure development projects (civil, marine, utilities).
Define and execute engineering strategies to meet operational, budgetary, and timeline goals.
Act as the Employer’s Representative for all major construction and maintenance projects.
Manage and negotiate contracts using FIDIC or equivalent frameworks.
Coordinate with stakeholders including government authorities, engineering consultants, and contractors.
Ensure compliance with environmental, safety, and port regulations.
Oversee terminal infrastructure maintenance: roads, berths, stacking yards, utility systems, buildings, reefer connections, and drainage.
Lead tendering and procurement strategies related to civil works.
Prepare and present technical and financial performance reports to executive leadership and shareholders.
Drive continuous improvement and value engineering to optimize infrastructure investments.
Build and manage a high-performing in-house infrastructure team.
Minimum Qualifications/Experience/Skill:
Minimum Qualifications/Experience/Skills:
Master's degree in Civil Engineering or equivalent; formal certification in construction management a strong asset.
Minimum 15 years of international experience in civil engineering, infrastructure management, and marine construction.
Proven experience managing $5–100 million infrastructure projects in operational port or terminal settings.
Deep knowledge of terminal construction methods, port logistics, and infrastructure life-cycle management.
Familiarity with FIDIC contract management, technical procurement, and stakeholder engagement.
Strong financial acumen for budgeting, forecasting, and cost control.
Fluent in English.
