GENERAL DESCRIPTION: Perform highly advanced and/or managerial (senior-level) computer system analysis and administration of enterprise systems that support the mission of the Department of Public Safety (DPS). Responsibilities include directing, overseeing, and participating in project planning, system design, budgeting, network integration, installation, and identifying business requirements for technological components used in processing, storing, and retrieving operational data. Supervises and manages technical staff to ensure effective performance and successful project execution. This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgement.

ESSENTIAL DUTIES:
1. Oversee team of technical staff responsible for participating in the administration of DPS enterprise systems and infrastructure including, but not limited to, the installation, configuration, and maintenance of various server architectures (Windows/Linux/AIX) in a highly virtualized (VMWare) enterprise environment including Windows Active Directory domains, Storage Area Networks, Cisco UCS, enterprise messaging (Office365/Exchange), enterprise data backup systems (NetBackup/BackupExec), mobile device management (Workspace ONE), cloud (AWS/Azure), and others.
2. Monitor and assist with system design, maintenance, security, and disaster recovery plans. Configure, implement, test, repair, and maintain computer/server hardware/software components and participate in the planning, configuration, and implementation of agency servers.
3. Assist in information systems security administration and security audit resolutions
4. Communicate and interact with managers or designees to assist in determining general business, customer specific functional needs that may be satisfied through available or acquirable systems, peripheral equipment, or products currently in operation.
5. Analyze statistics regarding systems utilization, user support activities, and other data to identify and respond effectively to anomaly conditions, concentrations of activities, problems, and trends. Analyze existing network and system procedures for efficiency and effectiveness.
6. Plan and oversee cross-functional agency and other state entities projects, training, and activities, including organizing allocated resources, schedule activities to accomplish major and minor installation/implementation projects according to the needs of the Department, and convey plans and resulting revisions to the affected program/project administrators.
7. Maintain an accurate, complete manual and electronic documentation of environment and related activities Submit reports to ensure IT stakeholders are informed of progress and status.
8. Formulates logical descriptions of problems and devises optimum solutions.
9. Maintain awareness of hardware and software product development in the technological industry.
10. Prepare purchase memoranda and budget recommendations related to Department hardware, software, and maintenance.
11. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
12. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – Graduation from a standard high school or equivalent is required. Graduation from an accredited four-year college or university with a major in Information Technology, Computer Science, or a related field is preferred.
Experience – Minimum of five (5) years’ experience performing managerial or professional technical work that includes: direct supervision of staff, customer analysis, business and functional needs, translation of customer requirements into automated business system plans, resource projections, cost benefit analysis, system provisioning/configuration/administration, project management, and problem resolution is required.
Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification – Must possess a valid driver license from state of residence.
Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Supervisory/Managerial/Leadership skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Technology (computers/hardware/software/operating systems) –
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Travel and/or Schedule – Availability for after-hours, weekends, and emergency work may be required as needed. Travel (in city, and surrounding areas) as needed.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
