GENERAL DESCRIPTION: Performs highly complex (senior level) consultative services and technical assistance work with various programs in Human Resource Operation, e.g., A/P, DPS Mutual, DPS Flower Fund, Mandatory Drug Testing and the Special Ranger Program. Work involves planning, developing, and implementing major agency program(s) and providing consultative services and technical assistance to agency staff. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Program Administrator for DPS Mutual Association (DPS Mutual). Maintains registration, payments, and reconciliation of all accounts associated with DPS Mutual. Updates all DPS Mutual records timely and accordingly.

2. Meets with DPS Mutual board members including Deputy Directors and Division Chiefs. Composes meeting agendas, scripts, minutes and all other related duties. Serves as lead and subject matter expert for DPS Mutual System re-write. Conducts periodic internal audits and ensures accurate reports.

3. Collects, organizes, analyzes, and prepares materials in response to requests for DPS Mutual program information and reports.

4. Reviews and evaluates information to identify gaps in resources and recommends and implements improvements to resolve technical problems.

5. Obtains signature authority to issue payments from DPS Mutual and updates accounts.

6. Creates and submits annual DPS Mutual report to the Department of Insurance.

7. Program Administrator for DPS Flower Fund. Maintains all accounts associated with the Flower Fund. Writes checks and sends donations accordingly.

8. Assists with the Special Ranger program. Monitors compliance and maintains in-depth familiarity with Texas Commission on Law Enforcement (TCOLE) and DPS program requirements, laws, regulations, policies, forms, and procedures. Conducts interviews to determine compliance with TCOLE certification requirements. Conducts background investigations and ensures all applicants meet TCOLE commission eligibility.

9. Assists with the Mandatory Drug testing program. Generates weekly random list of employees for drug testing and related documents. Generates notifications/notifies appropriate supervisor regarding random drug test selection, provides related documents. Accesses 3rd party website(s) to generate chain of custody forms and download drug test results.

10. Receives and reconciles monthly invoice and submits invoice into CAPPS Financials for payment processing. May assist in developing policy and procedures.

11. Provides guidance to agency staff regarding the Drug-Free Workplace policy and provides assistance with Critical Incident and For Cause drug testing. May research policy and technical issues and assist in the implementation of program planning.

12. Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies. Must be available after hours and weekends to issue payments to DPS Mutual members’ families. DPS Mutual makes every attempt to issue payments within 48 hours of death notification.

13. Perform other duties as assigned.

Qualifications

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – High school diploma or equivalent is required. Graduation from an accredited two-year college or university with a major in Accounting, Business, Finance or related field is preferred.

Experience – Minimum one (1) year experience performing bookkeeping related duties to include recording/reconciling financial transactions, purchases, expenditures, receipts, and payments. Preparing financial reports, analysis of account activity, capital expenditures, or auditing financial records is preferred.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis. Note: Thirty (30) semester hours will be considered equivalent to one (1) year of education.

Licensure and/or Certification – Must possess a valid driver license from state of residence.

Regulatory Knowledge – Working knowledge of State Comptroller’s accounting policies and statements. Working knowledge of Federal and State laws (e.g., General Appropriations Act and Office of Management and Budget Circulars). Working knowledge or the ability to obtain a working knowledge of accounting principles and practices.

Technology – Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in a safe manner at all times, complying with all safety standards and best practices, and avoiding shortcuts that have potentially adverse risks.

Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hours and weekend work is required. This position has the ability to telecommute based on the needs of the division/agency.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
