Position Description

The Seattle Police Department (SPD) is seeking a Management Systems Analyst to provide general administrative, operational, and analytical support to the Seattle Police Department police operational technology.

The Management Systems Analyst position will act as the primary technical coordinator for body camera devices. The position will also be a point of contact for officers on issues relating to operational technology such as laptops, cell phones, in-car video, digital evidence management, working to find solutions with the City’s centralized IT department and SPD cell phone coordinator. The position will help maintain a working inventory of body camera equipment, as well as answer basic questions and troubleshoot on the operation of various equipment and related systems. The position will also work with vendors on issues of support and inventory. The Management Systems Analyst will ensure that officers have the necessary equipment and that it is in good working order to achieve the program goals of increased public trust and enhanced transparency.

Job Responsibilities

Technical Coordinator:

  • Create accounts for the BWV program for new officers and de-commission old accounts by researching personnel changes in the department.
  • Issue new body cam equipment for the officers, when needed, as well as collecting equipment for officers leaving for other positions or the employment of the department.
  • Communicate with field officers and Precinct Stationmasters to troubleshoot and answer questions about the BWV equipment/accounts and related software, ensuring equipment is properly deployed and tracked.
  • Collaborate with other SPD and City technical resources to troubleshoot and support other police technologies.
  • Frequently work in SPD precincts and facilities, requiring driving and possible flexible scheduling.
  • Train new officer hires on body camera equipment and software operations.

Maintain Inventory:

  • Monitor the body-worn video equipment to make sure the BWV program is operating according to service-level agreements outlined in vendor contract.
  • Maintain adequate levels of BWV equipment in the field to prevent shortage of a key piece of SPD officer equipment.
  • Provide limited support for department cell phones in conjunction with the SPD phone coordinator.
  • Prepare returns of malfunctioning bodycam equipment to the vendor and do limited assessments of malfunctioning equipment.

Liaison with Vendor:

  • Communicate with the vendor to ensure adequate equipment stores, as well as address minor problems with the BWV platform.
  • Work with the vendor and officers to test possible new equipment, software applications, and/or services that the vendor or officers are proposing.
  • Undertake additional duties as assigned related to BWV deployment.

Qualifications

Required Qualifications:

Requires two years in systems, operational procedures, research or analysis and a bachelor’s degree in business or public administration, finance, computer science or related field (or a combination of education, training and/or experience that provides an equivalent background to perform the work of the class).

Desired Qualifications:

  • Demonstrated customer service experience.
  • Experience with Evidence.com.
  • Familiarity with mobile device operating systems (iOS) and applications.
  • Ability to undertake initial troubleshooting with various software and hardware.
  • Desire to learn new software and hardware products.
  • Experience in inventory management is a plus.
  • Knowledge of Department and City Programs, policies, procedures, and current events.
  • Excellent oral and written communication skills.
  • Ability to perform assigned tasks under pressure and with frequent interruptions in an open workspace.
  • Detail oriented, highly organized, self-motivated, and able to multi-task to meet competing deadlines.

Position Requirements:

  • Must pass a Seattle Police Department background investigation.
  • Must have a valid Driver’s license.
  • This position is an onsite position; the employee is expected to work in person 4 days a week (subject to change). Individual schedules will be based on an agreement between the employee and their supervisor.

The full salary range for this position is $45.74 - $53.27 per hour. New employees begin at Step 1 of the pay progression, which is $45.74 hourly. Current City employees’ starting rate of pay will be based on Personnel Rules regarding promotions. This is a full-time (1.0 FTE) regular position with full benefits. This is a Civil Service position eligible for overtime.
