Position Description

Seattle Public Utilities (SPU) is seeking a Digital Transformation & User Adoption Lead (ITP-B BU) to join its Enterprise Asset Management Systems (EAMS) Team. This critical role supports SPU’s ability to monitor infrastructure, manage risk, and perform maintenance activities effectively by leading change management, training, and frontline user support for the successful adoption of asset and work management solutions, applications, and processes.

The Digital Transformation & User Adoption Lead (DTUAL) will serve as the primary liaison between business operations and technology delivery teams. Key responsibilities include driving user adoption, developing and executing change management plans, supporting continuous improvement initiatives, and responding to daily operational challenges.

This role requires advanced proficiency in infrastructure asset and work management tools—such as IBM Maximo, DataSplice, and GIS-based inspection applications—along with a strong commitment to consistent, efficient, and evidence-based service delivery.

Job Responsibilities

Training and Change Management

  • Develop and contribute to change management plans that enable successful adoption of work and asset management applications.
  • Design and deliver training programs tailored to operational, technical, field, and frontline staff
  • Maintain and update user support documentation and learning resources
  • Lead or support user acceptance testing and other system validation efforts
  • Provide on-site mentoring and coaching to impacted teams and individuals
  • Develop and recommend responsive strategies to adapt implementation processes as needed

Operational and Technical Support

  • Assist in designing and implementing solutions to address work management gaps
  • Proactively identify opportunities for change aligned with SPU’s strategic goals
  • Provide expert-level troubleshooting support for Maximo, DataSplice, and related platforms
  • Develop, maintain, and leverage performance metrics and existing reports to support system use
  • Serve as a subject matter expert on work management systems

Business Process Optimization

  • Lead or contribute to the development of business requirements, use cases, and acceptance criteria
  • Create current-state and future-state process maps to support system enhancements
  • Define, document, and maintain standard operating procedures for technology use across teams
  • Identify and recommend opportunities for process improvements, automation, and system enhancements

Cross-Functional Collaboration and Support

  • Partner with IT project managers, product owners, and business leads
  • Collaborate with subject matter experts across departments and disciplines
  • Actively engage stakeholders in the development of practical, user-centered solutions
  • Build and maintain strong relationships through responsive, dependable support
  • Lead and support cross-functional team initiatives

Data Analysis and System Validation

  • Define data requirements, targets, and fields of value to support operational analysis
  • Conduct data profiling and quality assessments to inform improvement efforts
  • Contribute to the development of business intelligence and performance reports
  • Execute testing and validation activities for systems and workflows
  • Identify and plan for adherence to data governance standards

Qualifications

Education: Bachelor's degree in Computer Information Systems, Management Information Systems, or related field (if NO degree, candidates will need two (2) additional years of qualifying experience).

Experience: Requires at least three (3) years of experience with Maximo work and asset management systems and with systems or business analysis; Data management and business reporting; Operations systems or ERP systems support.

Note: A combination of education and/or experience providing equivalent background may substitute for the required education or experience

Workplace Schedule/Environment:

  • This position offers a hybrid work schedule. As of January 2, 2025, City employees will have the option to work remotely up to two days per week. Individual schedules will be determined by agreement between employees and their supervisors.
  • Primary day shift with occasional evening and weekend assignments. On-call availability required for emergency response during non-standard hours
  • Work is performed in both office and public settings.

Desired Qualifications:

  • Demonstrated experience using or supporting business processes with at least two enterprise systems (Work/Asset Management, Geographic Information Systems, or Human Resources systems), including proven skills in business analysis, process modeling, and system troubleshooting with supporting documentation and presentations
  • Substantial experience working within governmental or institutional project management methodologies (Agile and Waterfall), with demonstrated ability to support evaluation, testing, and implementation of technology updates and system enhancements
  • Proven skills in creating, interpreting, and applying performance metrics to support workflow optimization and continuous improvement, combined with demonstrated experience facilitating group processes, managing stakeholder relationships, and collaborating with cross-functional teams
  • Substantial experience delivering tool training and resolving issues in diverse settings (web-based, office-based, and field-based environments), with demonstrated skills in developing training plans and tracking training progress
  • Proficiency in Microsoft Office applications (PowerPoint, Excel, Word), collaboration platforms such as SharePoint, and familiarity with Azure DevOps for managing Agile or iterative project workflows
  • Strong strategic thinking and analytical problem-solving skills with ability to manage multiple priorities independently, plus proven communication skills with both technical and operational stakeholders, including demonstrated experience reporting on phased or incremental project deliverables
  • Background in utility operations, public-sector experience, or related fields with familiarity with relevant technologies and management practices.
  • Demonstrated experience leading organizational change initiatives, including user adoption of enterprise systems, with measurable success outcomes.

The full salary range for this position is $52.63 - $79.00 per hour.
