The Department of Budget & Strategic Planning is a strategic component of Norfolk government, providing budget development and monitoring, data collection, publication, and analytics, innovation and evaluation coordination. Membership in this team puts you on a rich and rewarding professional path in local government. The Evaluation and Strategy Team manages the Agile Team Norfolk innovation initiative, citywide surveys, What Works Cities certification, performance measurement collection, and oversight of program evaluation.

We are seeking a Management Analyst III to work under the leadership of the Bureau Manager for Evaluation and Strategy. This position will plan and coordinate the Agile Team Norfolk innovation program and will coordinate citywide program performance data development and collection. In addition, this position will assist with other programs such as the Data Certification Program and program evaluation. As the sole position for management of Agile Team Norfolk, this position will plan their work and carry out the duties needed to ensure program success with limited supervision.

Department Hiring Salary Range: $59,393 - $68,301

Essential Functions

Essential functions include but are not limited to:

  • Coordinate scheduling, marketing, and coordination of Agile academies (40-hour course over nine weeks) and Agile Managers’ Training (8-hour training over two days.).
  • Plan, schedule and coordinate quarterly Agile Alumni meetings to engage employees who are trained in Agile and need networking and training renewal.
  • Coordinate with faculty of Old Dominion University to ensure Agile training meets employees’ needs through curriculum and alumni training sessions.
  • Coordinate with the Department of Marketing and Communications to ensure city employees are aware of Agile opportunities and accomplishments.
  • Facilitate, upon request, departmental and inter-departmental teams to guide planning and implementation of innovation across the city, and to burnish employee Agile skills.
  • Assist in instructing one or more sessions of the Agile academies to engage city employees in Agile through example from within the city.
  • Provide logistical support to the Data Certification Program (DCP) through marketing, application processing, and tracking progress of participants through the program. Actual coaching and training are provided by members of the CivicLab Team. This role supports CivicLab and ensures connectivity to Agile Team Norfolk.
  • Provide program performance measurement coaching and advise the Budget team in ensuring measures are meaningful, measurable, and relevant.
  • Coordinate with Budget staff to develop and collect program performance measures.
  • Assist lead staff in conduct of program evaluations.

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Four years' experience in data analysis or related field; or an equivalent combination of education and experience.

Preferred Education/Experience:

  • A bachelor’s degree in public policy, program management, or related field.
  • Demonstrated ability to help develop actionable program measures for a variety of programs.
  • Experience in program innovation and coaching.
  • Advanced knowledge of Microsoft Office Suite software to include Word, Excel, and Power Point; and
  • Effective writing, planning, communication, and public speaking skills.

Work Hours: Monday through Friday 8:30 am – 5:00 pm; may require evening and weekend availability on an as-needs basis.

Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.

  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
