Description

The Office of Inspector General (OIG) performs many varied functions for the Cabinet for Health and Family Services. OIG has six Divisions, Division of Regulated Child Care, Division of Health Care, Division of Telehealth Services, Division of KY Health Information Exchange, Certificate of Need, and Division of Audits and Investigations. These Divisions cover a wide variety of job tasks and duties in varied settings throughout Kentucky, which include inspecting and licensing childcare and healthcare facilities and services, and conducting investigations of complaints in those facilities, as well as conducting Medicaid fraud and other types of complaints for the Cabinet.

OIG is also responsible for managing Kentucky's Health Information Exchange, which is the technical infrastructure or network that enables doctors, hospital staff, and other healthcare providers to electronically share patient health information so that providers are more quickly informed and have access to a patient's comprehensive health history.

The Program Coordinator position in the Division of Regulated Child Care is responsible for administration and oversight of Priority One Investigations (P1), and the Informal Dispute Resolutions (IDR). This position will provide assistance with the implementation and monitoring of Adverse Actions and Civil Penalties.

The Program Coordinator reviews records on Adverse Actions and Civil Penalties to ensure they are in accordance with regulatory and statutory requirements. Interprets laws, regulations, policies, and procedures for a program to staff and program recipients on a statewide basis. Works in partnership with Procedures Development Coordinator in matters of adverse action.

Duties to include but not be limited to:

  • Coordinates the responsibilities and administration of priority one investigations for the Division.
  • Coordinates and implements the Informal Dispute Resolution (IDR) responsibilities for the Division.
  • Assists with management and monitoring of Adverse Actions and Civil Penalty programs.
  • Responds to programmatic inquiries from the public, other governmental agencies, and Enforcement Branch staff.
  • Serves as central office liaison to field management in matters related to priority one investigations (P1) and provides backup assistance in matters related to adverse actions and civil penalties.
  • Communicates procedural or program changes to program staff, contractors, recipients, and other interested parties.
  • Assists Management and Branches in arranging informal dispute resolution (IDR) meetings with outside entities.
  • Collects program data and provides reports on P1 investigations and other data as requested.
  • Reviews records on adverse actions and penalties to ensure they are in accordance with regulatory and statutory requirements.
  • Interprets laws, regulations, policies, and procedures for a program to staff and program recipients on a statewide basis.
  • Works in partnership with Procedures Development Coordinator in matters of adverse action.
  • Works in partnership with Training Development Specialist to maintain public facing documents as identified on DRCC website and intranet.
  • Performs other duties as assigned.

  • Excellent interpersonal skills with the ability to communicate effectively and respectfully with people of diverse backgrounds and in diverse settings.
  • Ability to be flexible with work schedules, work assignments, and overtime needs.
  • Excellent writing and speaking skills.
  • Proficiency with use of computers, tablets, smart phones for daily tasks.
  • Proficiency in using Microsoft Office Word, Excel, Outlook, and Teams.
  • Ability to work with little supervision.
  • Prefer experience in scheduling, coordinating resources and meeting deadlines.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in management or administration.

Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: Administrative or business experience will substitute for the required education on a year-for-year basis.

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
