Why does the job exist?
The Staff Manager will work in the Policy and Program Development Bureau (PPDB) of the HCA, managing a team that provides support to the Bureau Staff and the Income Support Division (ISD).
The Policy and Program Development Bureau Staff Manager will:
- Supervise PPDB staff;
- Monitor work productivity;
- Maintain the QuiKGuide;
- Communicate to staff of updates, ensuring compliance with federal and state laws as well as compliance with Health Care Authority (HCA) policies and procedures.
How does it get done?
The Policy and Program Development Bureau Staff Manager is responsible for:
- Managing a team that provides support to the Bureau Staff and to the Division;
- Working as a team with all management to assist in supervising, monitoring work productivity, ensuring compliance with federal and state laws as well as compliance with HCA policies and procedures;
- Assisting the bureau in developing and implementing effective initiatives, and providing support in testing policy implementation and policy research;
- Managing the QuiKGuide, an internal operations guide for the ISD staff and ensures that all aspects of the QuiKGuide are completed;
- Researching/ assisting in the process of requesting and implementing SNAP waivers.

- ISD Field Staff;
- ISD Central Office;
- External customers including all HCA customers.
Ideal Candidate
The ideal candidate has experience:
- Supervising, managing and problem solving;
- Defining and performing systems analysis;
- Developing tasks to improve workflow;
- Conducting policy research, providing data-driven recommendations, enhancing operational efficiency, and implementing policies and procedures;
- Multitasking, providing technical expertise, consultation, and training in the areas of policy, program and development procedures.
Minimum Qualification
A Bachelor's degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must obtain a Defensive Driving Certificate.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. This position may require after hours work, and some travel.
