Why does the job exist?
The Information Technology Division (ITD) provides timely and cost-effective information technology services to the department, its programs, divisions, and offices. This support enables the department to fulfill the mission of the HCA in an efficient and responsive manner, and ensures the HCA gains full benefit from its current and future investments in technology.
This position is a part of the middleware group, which also includes a subgroup of database administrators.
These middleware systems are critical for ensuring seamless communication and data flow between various IT components and services.
The ITD System Administrator III will:
- Maintain and enhance the middleware systems that serve as intermediaries between the infrastructure team, the applications, and data solutions developed for the Health Care Authority (HCA).
How does it get done?
The ITD System Administrator III is responsible for:
- Designing, implementing, and optimizing middleware solutions to ensure high performance and reliability;
- Collaborating closely with DBAs, data analysts, application developers, and other IT staff to troubleshoot and resolve issues related to middleware systems;
- Implementing security measures and monitoring protocols to safeguard middleware environments against potential threats;
- Performing regular system updates, patches, and maintenance to keep the middleware infrastructure up-to-date and secure;
- Developing and executing capacity planning strategies to accommodate future growth and prevent system bottlenecks;
- Leading projects aimed at improving middleware capabilities and integrating new technologies to enhance system functionality.

Ideal Candidate
The ideal candidate has:
- Demonstrated experience in managing and maintaining middleware systems;
- Strong understanding of system security strategies, with experience in capacity planning and system optimization;
- Proven ability to manage large-scale projects and lead cross-functional teams effectively;
- Exceptional skills in diagnosing and resolving complex system emergencies;
- Awareness of the latest security trends and best practices, with the ability to implement them effectively;
- Expertise in administering storage and backup solutions to ensure data integrity and availability;
- Prior experience as a full stack developer is beneficial for this position.
Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and four (4) years of experience in systems administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License.
Must obtain a Defensive Driving Certificate.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
