Description

The City of Richmond, Department of Public Utilities, is seeking a qualified Program and Operations Supervisor (Project Synergy) to provide technical support for Project Synergy including management of system service requests and incident tickets and coordinate with the City of Richmond Department of Information Technology (DIT) to implement system enhancements, updates, and integrations. This position is also responsible for supervising staff, hiring, mentoring, conducting employee performance evaluations, and create processes and procedures to increase staff efficiency. The incumbent will communicate and coordinate with other departments, outside agencies, contractors, and others. Additionally, this position will gather and manage business requirements from customer service and implementing solutions within the framework of the City of Richmond Department of IT Operating procedures, as well as Oracle Standard operating procedures for implementing break fixes or enhancements

Duties include but are not limited to

  • Oversees Information Technology support for Project Synergy (Oracle CCS and OFS) to ensure system and data availability, stability, and security.
  • Plans, oversees, maintains, monitors and updates various program initiatives; provides support where needed.
  • Supervises staff; performs duties such as hiring, mentoring, reviewing, evaluating, etc.; creates procedures to increase staff efficiency.
  • Communicates and coordinates with staff, other departments, outside agencies, contractors, vendors

Qualifications, Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business, accounting, finance or public administration or field related to assignment
  • Six years of journey-level professional experience in area related to assignment
  • Two years of supervisory experience
  • A Master's degree in Business or Public Administration or field directly related to assignment is preferred
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

LICENSING, CERTIFICATIONS and OTHER SPECIAL REQUIREMENTS:

  • Some positions may require a FMP (Facilities Management Professional) designation.
  • Some positions may require a CFM (Certified Facility Manager) certification or the ability to attain a CFM certification within 12 months of appointment.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; frequently finger; and occasionally climb, balance, stoop, kneel, crouch, reach, stand, walk, list, grasp, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be light work, exerting up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects.
