The Enterprise Application Development Division (EAD) in the Office of Technology and Innovation (OTI) at the DMHC provides application development and support for all public and internal websites and applications that deliver essential services to DMHC business functions and stakeholders. The EAD fosters a culture of innovation by promoting a growth mindset, agile approach, collaboration and strategic thinking. The unit relies on its highly talented and dedicated workforce to deliver innovative solutions that effectively solve business problems and support the DMHC’s mission.

JOB SUMMARY

Under general direction of the Information Technology Manager I, Chief of the Enterprise Application Development Division (EAD), Office of Technology & Innovation (OTI), the incumbent will lead the configuration and/or development of enterprise application solutions by leveraging Microsoft .NET and low-code configuration to implement solutions. The Information Technology Specialist II will use new and existing technologies to deliver high quality applications that support workflow and data collection at the Department of Managed Health Care (DMHC). The incumbent will utilize your advanced Microsoft .NET development skills and experience configuring cloud-based applications.

ELIGIBILITY CONSIDERATIONS

Applicants must successfully complete an online examination and be authorized to work in the United States without the need for visa sponsorship now or in the future.

This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week. Beginning July 1, 2025, all employees will be required to work in-person at least four days per week in alignment with Executive Order N-22-25. Employees must work from a location within California while employed at the DMHC.

Working Conditions

The DMHC utilizes a hybrid telework model to provide all employees with an avenue to telework while ensuring business and operational needs are met.

Remote-Centered employees are expected to maintain a safe and distraction free work environment at the approved alternate work location. Remote-Centered employees agree to adhere to the state telework policy, the DMHC’s telework policy, and conditions cited in the Telework Agreement (STD 200).

Office-Centered employees are expected to maintain a dedicated workstation at a DMHC official worksite. Office-Centered employees are expected to work in a climate-controlled office or cubicle under artificial lighting.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1. Experience developing applications using HTML, CSS, ASP.NET C#, ASP.NET MVC, .NET Core, Angular, Boostrap, JQuery, JavaScript, T-SQL to deliver custom software solutions.

2. Experience configuring solutions in low-code cloud platforms such as Salesforce, ServiceNow, OutSystems, Microsoft Power Apps or similar technologies.

3. Experience developing and consuming Web Services, MicroServices and/or APIs within the Microsoft .NET Framework.

4. Experience with Azure application-related services.

5. Experience developing web user interfaces that comply with accessibility standards (Section 508 and WCAG 2.2, etc.).

6. Experience working the role of a technical lead to successfully deliver software configuration and/or development projects.

7. Experience working within an Agile or Hybrid Agile software development methodology.

8. Experience developing database queries with Microsoft SQL Server and/or NoSQL.

9. Experience developing solutions within the OutSystems and/or Microsoft Power Apps is highly desired (but not required)

10. Experience using rapid development tools such as Telerik Kendo UI or similar.

11. Experience in using tools for Centralized Requirements Repository, such as JIRA, Confluence, GitHub or Azure DevOps.

12. Experience using GitHub, Azure DevOps or Team Foundation Server (TFS) for code repository, Build, Testing and Release Management.

13. Excellent verbal and written communication skills, including ability to produce technical documentation and effectively communicate with a diverse range of stakeholders.

14. Ability and a desire to expand upon existing technical skills.
