The Department of Finance provides centralized structure and support for the City of Norfolk, to include financial reporting; debt; payroll; procurement; risk management; financial applications, systems, and technology; accounts payable; collections; and retirement. Finance’s Financial Applications, Systems, and Technology (FAST) Division is responsible for the management, coordination, and direction of the integrated technological systems that support the Department’s financial operations as well as the efforts of the greater City team. The Fiscal Systems Administrator develops and implements innovative technological strategies within the Department of Finance to enhance performance and efficient operations of the Financial Information Systems of the City. Provides guidance to the Department of Information Technology’s staff in support, upgrades, and implementation of hardware and software in the City’s departments. Works directly with the Fiscal Systems Managers and concentrates more on the functional aspects of the Financial Information Systems. Manages, coordinates, and directs the operations of integrated technological systems that are required to support the efforts of all departments of the city. Leads and/or participates in strategic planning groups.

Essential Functions

  • Assist with the administration of the City’s financial systems, with a focus on user functionality and experience.
  • Design/Implement user functionality enhancements; with a focus on the Advantage Financial Management System (AFMs).
  • Lead and/or participate in strategic planning, developing, and scheduling of technology solutions.
  • Liaise with IT partners on system fixes, enhancements and implementations.
  • Ensure proper implementation of and compliance with City policies and procedures as it applies to all internal City financial systems.
  • Support an effective system user training program.
  • Provide technical assistance and support for payment processing.
  • Assist in the development of financial reports and other information queries.
  • Maintain high level of proficiency in tools and technologies used by the organization, to include Microsoft Office applications and Power BI.
  • Other duties as required and assigned.
  • Position is expected to work more than 40 hours per week during high volume times and to meet critical deadlines.

Education/Experience

  • Work requires broad knowledge in a general finance or Finance Information Systems professional or technical field. Knowledge is normally acquired through at least four years of college resulting in a Bachelor's degree or equivalent. Graduate or professional advance work in finance or Finance Information Systems is desirable.

Required:

  • At least five (5) years of experience in Finance, with progressive System Administrator or Technology Manager experience

Preferred:

  • At least two (2) years of experience using Advantage Financial Management System (AFMS).

Work Schedule:

  • 8:30 – 5:00 M-F

Signing Bonus:

  • This position is eligible for a $5,000 signing bonus.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
