Description

The Secretary of State Office is a constitutional office within the General Government Cabinet of the Commonwealth of Kentucky. The Secretary of State's office offers several services that support citizens and business entities in the Commonwealth. There are three offices within the department: Office of Administration, Office of Business Services and Office of Elections. This Program Coordinator position is within the Office of Business Services, Filings Section. The office's business filings division helps businesses comply with various statutory obligations from the time a business is formed, during its existence, and through any eventual dissolution.

Responsibilities include, but are not limited to, the following:

  • Interprets laws, regulations, policies, and procedures for the annual reports program established by KRS 14A.6-010, including reinstatement applications, replacement certificates of authority, and related business filings, to staff and business entities subject to the annual report requirement on a statewide basis. Supervises, approves leave, and conduct performance appraisals on employee.
  • Requests and collects annual report data, edits, and analyzes data, and writes comprehensive program status reports for executive and managerial superiors. Performs in depth analysis of the annual report program support needs and recommends policy and procedural modifications.
  • Reviews annual reports, reinstatement applications, replacement certificates of authority and related business filings submitted by business subject to annual report requirement together with agency staff for compliance with legal, regulatory or policy standards.
  • Responds to inquiries about annual reports and related requirements from the public, governmental officials, or other jurisdictions. Prepares, reviews, processes and/or recommends approval of contracts, grants, and other program implementation for printing, cutting, and mailing annual report notices, certificates of dissolutions, and revocations.
  • Reviews, analyzes, and reports impact of legislative, financial or policy changes in respect to the program(s). Communicates procedural or program changes to staff, contractors, recipients, and other interested parties for enhanced functionality and improvements to IDE (Integrated Desk Environment), FastTrack and One Stop.
  • Attends professional meetings, civic meetings or other meetings to gather or distribute program or technical information about annual reports and related business filings.
  • Performs other duties as assigned, including backup support for Business Filings, Business Records, and Customer Service.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in management or administration.

Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: Administrative or business experience will substitute for the required education on a year-for-year basis.

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
