Post Context

ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.

The Capability Development Directorate (CAPDEV) comprises two Divisions—Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements.

The Capabilities Division coordinates the development of capabilities from capability planning through acceptance and then disposal with the management entities, NATO Headquarters staff and the NATO Governance Structure. This entails synchronizing horizontally across capabilities to achieve coherent efforts and outcomes.

The Material Solutions, Infrastructure & Facilities Branch provides infrastructure Programme Directors for but not limited to Maritime, Bulk Fuel and Munitions, Air Basing and NATO Command Structure Facilities, to direct, guide and monitor those programmes in a through-lifecycle approach across all the elements of DOTMLPFI. This includes participation in Site Surveys and the acceptance process.

The Programme Director (Infrastructure-Maritime/Ammo Facilities) leads the development of Maritime and Ammunition Facilities Programmes to support the NATO 2030 initiative of the Implementation of the Deterrence and Defence of the Euro-Atlantic Area (DDA) Family of Plans.

Programme Director (Infrastructure-2030 NCS Lifecycle) leads the NATO Command Structure Lifecycle Plan to support the NATO 2030 initiatives for the Implementation of the Deterrence and Defense of the Euro-Atlantic Area (DDA) Family of Plans.

Principal Duties:

Programme Dir (Infrastructure-Maritime/Ammo Facilitiess)

  • Leads the development of Maritime and Ammunition Facilities Programmes to support the NATO 2030 initiative of the Implementation of the Deterrence and Defence of the Euro-Atlantic Area (DDA) Family of Plans. Each Programme includes Emissions and Environmental needs) across the DOTMLPFI spectrum for submission to governance with assurance the delivery of programme outcomes, desire results, and expected benefits, will be achieved throughout the lifecycle management of cost, scope, schedule, risk, and performance against agreed tolerances.
  • Lead coordination for the Maritime and Ammunition Facilities Programmes of work related inputs for the Investment Committee (IC).
  • Ensure, in co-ordination with other internal and external stakeholders (including civilian and public entities, where all necessary data is kept up to date in management information systems), the exchange of relevant information to support the monitoring of Infrastructure Programmes (at Project level) through the entire programme lifecycle.
  • Supervise Infrastructure Project Coordinator(s) throughout their responsibilities to develop Projects for inclusion within the Maritime and Ammunition Facilities Programmes.
  • Develop and conduct regular efforts and accomplishment progress meetings and briefs in support of the Maritime and Ammunition Facilities Programmes of work reviews.
  • Monitor Capability Requirement Developments and progress at all stages and develop the planning approach and methodology to synchronize the development of Reception Staging and Onward Movement (RSOM) with Maritime and Ammunition Facilities Programmes at all stages of development across DOTMLPFI spectrum.
  • Plan Operations and Maintenance (O&M) support at Stage-3, capability programme planning, direct and conduct acceptance process at Stage-4 delivery, monitoring Stage-5 in service life, and direct the disposal process at Stage-6 for Facilities no longer required.
  • Coordinate the development of CPPs regarding Maritime and Ammunition Facilities Programmes related Non-Alliance Operations and Missions (AOM) Urgent Requirements, and Minor Works.
  • Lead or support other Infrastructure Programmes/Projects as directed by the Branch Head (BH), represent ACT MSIF Branch at meetings, facilitate community of interest conferences and workshops as required, and assist BH in the arrangement of major MSIF meetings and visit with HQ SACT.
  • Maintain close liaison relationships with other ACT Capability Development staff, ACO, NATO International Staffs, and communities of interest to include civilians, public and military organisations among the coalition of NATO Nations, concerning Land and Maritime Facilities. Ensure close working relationships with Programme Management Office (PMO) and other Programme Directors to ensure coherent understanding of dependencies related to the delivery of Capabilities across DOTMLPFI spectrum.
  • The Programme Director has to gather and provide information for budget building, but no authority over Budgets or financial matters.
  • The NATO Security Investment Programme (NSIP) is not a budget, but the post will have accountability to Programme/Schedule circa 4 Billion Euros in NSIP investments plus Military Budget (MB).
  • As Programme Director (PD), the PD is accountable for the life cycle planning until the programme capability justification for retirement and disposal of the programmed capability is approved.

Programme Dir (Infrastructure-2030 NCS Lifecycle)

Essential Qualifications / Experience:

  • University Degree in managerment information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
  • Six years' experience within Infrastructure and Facilities Programmes.
  • Six years' experience in a multinational organization.
  • Four years' management experience in a large organization.
  • Four years' experience in delivering Maritime/Ammo Projects.(for Programme Dir (Infrastructure-Maritime/Ammo Facs))
  • Four years' experience in delivering common funded Projects.( for Programme Dir (Infrastructure-2030 NCS Lifecycle))

Language:

  • English - SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Deep knowledge of the NATO Governance and Management model for common funded capabilities.
  • Chartered/Professional Civil Engineer or equivalent accreditation in professional institution.
  • Qualified PRINCE 2 or equivalent.
  • Qualified Management of Risk (MoR).

The environment in which this position functions remains one where the demand for personnel integrity is of high importance. The frequent transition of personnel serviced by the incumbent stipulates a necessity for educational ability and a need for extensive patience, tact and diplomacy.
  • This post will be required to interface with staff at all levels of NATO and Nations, representing the Branch at meetings, inspections and conferences, presenting to those groups if necessary. These contacts will be both formal and informal. This post will be required to interface with others at all levels and to actively participate in identifying solutions and proposals, but will not normally be expected to commit the organization without consultation and agreement with the Programme Director or Branch head. A good standard of interpersonal skills is required.

Managerial Responsibilities:

  • The Project Co-ord will provide direction and guidance to other respective Project Coordinator in the absence of the Programme Director to ensure effective coordination of allocated projects within the Air Basing Facilities Programme and other tasked Programmes. The incumbent must also be able to work as part of a team drawn from within and beyond the Branch, persuading and reasoning to achieve solutions. The individual will be guided where required by virtue of knowledge or experience.

Professional Contacts:

  • The post will be interacting with Advisory Bodies at NATO HQ and at times presenting Programmes to the NATO MCWG, RPPB and IC. The incumbent will interface with Capitals as Territorial Host Nations on a daily basis.
  • The incumbent will also be required to interface up to OF-5/6 and regularly contact the governance level both military and civilian. The incumbent will also be required to interface with others at all levels, formally and informally, and to actively participate in identifying solutions and proposals, and will be expected to commit the organization within agreed parameters of direction and guidance from the Programme Director and Branch Head/ACOS. The incumbent will command the ability to discuss complex issues, devise convincing arguments to persuade and needs to exhibit negotiating skills in dealing with senior staff of internal and external agencies, demonstrating awareness of political sensitivities, diplomacy and persuasion.

Contribution To Objectives:

  • The work contributes directly to the highest level objectives of NATO and DDA, WDA and NDPP.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
