About this Role:
Related to DHCS, California Advancing and innovating Medi-Cal (CalAIM) Initiative, under direction of the Staff Services Manager II (SSM II) the Health Program Specialist I (HPS I) will be responsible for performing significant preparatory work related to the 2025 D-SNP Expansion. The Contract Oversight Branch currently oversees twenty-two (22) MCPs, including two (2) specialty plans, and multiple Dual Special Needs Plans. All non-specialty plans are contracted to provide one of five (5) different managed care model types in California’s 58 counties. For the purposes of this role, the HPS I will lead policy related discussions and create D-SNP guidance. Additionally, the HPS I will determine contract requirements and build, review, and approve contracts as well as develop review and approval processes for implementing D-SNP requirements and communicating process for submission of deliverables to the health plans. Additional responsibilities include overseeing audits directed at the Division, D-SNP Integrated Materials, and providing expert programmatic, evaluative, historical, and legislative consultation to Division management, staff, and other stakeholders regarding health plan contracts.
Additionally, the HPS I is responsible for the Contract Oversight (CO) Sections SharePoint Submission Portal to ensure accuracy of Portal data, updating MCP Portal Submission Plan and Quick Reference Guides for CO staff, and development of training materials used by the HPS I to train MCPs and DHCS staff on Portal use.

Currently, this position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.
Effective July 1, 2025 the DHCS standard for hybrid work is generally a minimum of four days per week in person and up to one teleworking day per week. The amount of telework is at the discretion of the Department’s operational business needs and subject to change consistent with DHCS’ Telework Program and Government Code Sections 14200-14203. Telework is available to California residents, and proof of residency may be required.
Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
