Brief Description

Route Services is a division of Network Rail that provides the Routes with services so they can help Network Rail deliver a better railway for a better Britain. We support the Routes with a myriad of services and supplies they need to maintain and operate the railway To learn more, please click here to watch our video.

This role sits within Supply Chain Operations (SCO), an area of the business which supplies and delivers the logistics, materials, components, rail and road fleet that enable the maintenance and renewal of the railway.

SCO keeps the materials, machinery and components required by its customers moving – making sure they are on-site when needed so work can go ahead as planned and on schedule. Watch our video Working in Supply Chain Operations

Supply Chain Operations

Supply Chain Operations is part of our Infrastructure Services directorate, which provides materials, logistics, mechanised high-output construction delivery and infrastructure monitoring capability to Network Rail’s routes and regional businesses.

In Strategic Programmes, we support with the maintenance and enhancement of our rail fleet and depot assets, the delivery of strategic national programmes like the rollout of TPCMS (Traction Power Centralised Management System) and Electrical Safety Delivery programme which his revolutionising the way we work in and around electrical systems on the railway. We also manage the procurement and introduction of new on-track machines which support the distribution of materials, treatment of our infrastructure and monitoring of our assets, and manage the 3rd largest corporate fleet of road vehicles in the country.

As the Head of Programme Performance, you will be at the forefront of our performance monitoring, risk management, cost and programme control, and internal and external reporting strategies. You will lead the programme governance model on behalf of the senior leadership team, ensuring the development and ongoing management of programme performance analytics and KPIs. Your role will involve working closely with stakeholders to drive a pro-active performance and cost-conscious culture, identifying improvement opportunities, and maintaining the highest standards of corporate governance and programme controls.

Can you help us to reduce complexity, create certainty, optimise scarce resources and drive a relentless focus on cost through efficient systems, data management and contract administration? Are you experienced in providing businesses with leading indicators that can assist in responsible decision making based on data insights? Can you implement first class but MVP assurance regimes that add value to our activities and drive compliance and business improvements so that everyone gets home safe every day?

Key Responsibilities:

  • Design, develop, and implement risk management, programme & cost controls, and reporting strategies.
  • Lead the continuous review of programme performance analytics and KPIs.
  • Provide independent oversight of performance and reporting cadence.
  • Ensure compliance with corporate governance standards.
  • Produce cyclical and ad hoc reports for the wider business.
  • Lead and manage specialists in cost control and data analytics.
  • Collaborate with stakeholders to secure quality information on long-term demand for services.
  • Develop standardised business analytics and risk reporting structures.
  • Coach and support senior colleagues in articulating programme successes and challenges.

Qualifications and Experience:

  • Chartered Membership of the Institute of Risk Management or Association for Project Management, or equivalent experience.
  • Proven track record in leading, planning, reporting, and delivering complex major programmes.
  • Extensive experience in Programme Controls, Commercial, or equivalent roles.
  • Operational experience in a senior role within a programme management office.
  • Excellent written English and communication skills.
  • Experience in regulated industries and effective communication with Regulators.
  • Knowledge of investment principles and supporting technology solutions.

Vacancy type: This role is permanent.

Location: This position can be based in Derby, Milton Keynes, Birmingham or Waterloo, London with hybrid working and travel as required and in line with our fatigue management process.

Hours: 35 hours per week with hybrid working 3-4 days in office, mainly Milton Keynes and national travel as required.

Salary range: £97,850 to £112,283 per annum, depending on skills and experience.

Drugs and Alcohol Standard:
