The Ontario Line is seeking a strategic and technically accomplished Director, Systems Engineering to lead the systems engineering function for the $9B Rolling Stock, Systems, Operations and Maintenance (RSSOM) P3 contract. This role is responsible for overseeing the design and development of over 20 integrated technology subsystems, ensuring seamless system-to-system and civil interface design, and delivering integrated and compliant system designs. The Director will coordinate across contractors, stakeholders, and technical partners to ensure successful integration and the delivery of this complex transit system.

What will I be doing?

  • Lead the systems engineering function within the RSSOM P3 contract, ensuring alignment with technical and delivery standards.
  • Provide high-level expertise and liaise with multidisciplinary teams, including systems engineering, facilities design, civil engineering, construction services, and operations/maintenance.
  • Oversee the implementation and compliance with contractual requirements related to Design Submittals, Systems Integration Plans, Systems Engineering Management Plans, Integration Work Submittals and coordinate with Interface Control Documents (ICDs), and Validation and Verification processes.
  • Drive detailed system design and validation across over 20 subsystems, ensuring robust documentation and requirements traceability.
  • Supports collaborative efforts in cybersecurity, physical security, EMC/EMI coordination, and configuration and requirements management activities with subsystem Work Package Leads (WPLs) to ensure integrated system delivery and compliance.
  • Manage proactive interface coordination between systems to systems, and systems to civil infrastructure to prevent downstream issues.
  • Lead the development and implementation of appropriate processes, procedures, and measures to ensure all safety, regulatory, and legal requirements are fulfilled.
  • Implement policies, workflows, structures, and SOPs that promote efficiency and operational excellence.
  • Manage and direct staff and consultants engaged in project teams, define roles and expectations, provide timely feedback, monitor performance, and implement action plans to address gaps.
  • Create a working environment aligned with the organization’s goal of being an “employer of choice,” ensuring staff are skilled, aligned, and supported.
  • Provide creative thought leadership and align project activities with strategic corporate goals.
  • Ensure full compliance with external regulatory agencies and partners, secure required permits and approvals, and represent the project in regulatory matters.
  • Oversee and manage project budgets, contracts, and service agreements, ensuring alignment with financial controls, schedule commitments, and performance standards, exercise accountability for expenditure approvals, risk mitigation, and compliance with contractual obligations.

What Skills and Qualifications Do I Need?

  • Completion of a degree in Engineering or a related discipline, or an equivalent combination of education, training, and experience.
  • Professional Engineer (P.Eng.) designation, Project Management Professional (PMP), and INCOSE Certification are considered assets.
  • Progressively senior experience in the transportation and/or public transit sector, including leadership of large technical teams and/or complex projects.
  • Strong technical competency and leadership in systems engineering, with experience in system interface design, requirement management, and design validation.
  • Experience across the engineering design lifecycle (from feasibility to commissioning and operations).
  • Familiarity with Systems Engineering standards such as ISO/IEC 15288 and IEEE 1220.
  • Experience in Verification and Validation processes (e.g., test plans, test cases, FAT, SAT, PICO).
  • Understanding of System Safety Certification processes and RAMS.
  • Extensive experience with the design, integration, and operation of critical transit subsystems in a Grade of Automation 4 (GOA4) environment, including signalling and train control (CBTC, IXL, ATS), traction power, SCADA, OCC/BOCC, platform screen doors, cybersecurity and physical security, communications, depot and rolling stock systems, fiber optic networks, emergency systems, fare collection, and EMI/EMC protection.
  • Knowledge of Contract Law, the Occupational Health and Safety Act, Environmental Assessment Act, and railway infrastructure construction practices.
  • Strong project management skills, including budgeting, scheduling, and quality assurance.
  • Analytical and problem-solving skills to monitor contractor performance, ensure compliance with legal and regulatory requirements, and proactively manage risks.
  • Strong skills in stakeholder coordination are also critical to ensure alignment across contractors, technical partners, and regulatory bodies.
