Job Description:

Parsons is seeking a highly experienced and strategically minded Senior Contracts and Claims Manager to join our team.

The successful candidate will be seconded into a prestigious client organisation in the United Arab Emirates to support the delivery of a major rail infrastructure programme with strong preference for high-speed rail experience.

This is critical role requiring expertise in contract management, claims resolution and stakeholder engagement with a complex infrastructure project.

What You'll Be Doing:

  • Lead the administration and management of contracts throughout the project lifecycle.
  • Provide expert advice on claims, variations, and dispute resolution strategies.
  • Interface with client teams, contractors, and legal advisors to ensure contractual compliance and risk mitigation.
  • Prepare and review contractual correspondence, claims submissions, and supporting documentation.
  • Support the project team in negotiations and commercial strategy development.
  • Ensure alignment with project objectives, timelines, and budgetary constraints.

What Required Skills You'll Bring:

  • Minimum 15+ years of contract administration experience in the management of design and/or construction of rail projects, with a strong preference for high-speed rail (HSR) experience.
  • Bachelor’s degree in Engineering, Quantity Surveying, or a related field is essential.
  • Proven track record in contract administration, claims management, and dispute resolution on major infrastructure projects.
  • Qualified and chartered by a recognized international body such as Royal Institution of Chartered Surveyors (RICS)
  • Must be fluent in English both written and spoken with an excellent capability in written technical skills as well as oral and written communication skills.

  • Proficiency in drafting and reviewing contractual documentation and claims narratives.
  • Ability to work independently in a client-facing environment with minimal supervision.

  • Strong interpersonal skills with the ability to influence and build consensus across multidisciplinary teams.
  • Familiarity with project controls, risk management, and reporting tools.
