Position Summary:

Compliance Manager will be a member of Corporate Compliance team. Based in Shanghai, this position is responsible to support Greater China Regional Compliance Officer for the continued development and implementation of Illumina’s compliance program frameworks and advisory supporting Illumina’s ethical and compliant business practices across functions and adherence to all applicable laws, regulations, industry codes, standards and practices applicable to its operations in Greater China Region, including China mainland, Hong Kong SAR and Chinese Taiwan.

Compliance Manager will strategically partner with and advises the business, including working closely with Illumina key functions/teams which include but are not limited to, Marketing, Sales, Strategy, Legal, Finance, Procurement, HR & GIS in Greater China.

This position will also play a key role in Channel Partner due diligence, monitoring, training and auditing initiatives concerning third parties’ interactions with Illumina customers and adherence to significant distribution agreement provisions.

The successful candidate will be well-versed in (1) regulations and standards of conduct impacting a multi-national organization’s business, e.g. Foreign Corrupt Practices Act, U.K. Bribery Act, AdvaMed/MedTech/RDPAC industry codes, (2) performing audits concerning the effectiveness of key internal controls, and (3) collaborating with internal stakeholders to ensure business behaviors are adequately qualified and trained on high-risk activities. Domestic/international travel required (10%).

Position Responsibilities:

• Provide advice and strategies under Regional Compliance Officer’s guidance to Greater China region, and champion in HKTW commercial team to promote awareness of and compliance with global Integrity Code, anti-bribery and anti-corruption policies, codes of conduct, local laws and regulations and industry code standards.
• Conduct Channel Partner due diligence during onboarding and renewal, follow-up issues identified and provide live and web-based training.
• Lead the continued development and implementation of ongoing Monitoring and Auditing protocols in collaboration with internal stakeholders (e.g., Marketing, Sales, Strategy, Legal, Finance, Procurement, HR & GIS, etc.).
• Development of training content and execution of live and web-based training for large audiences and smaller groups, including but not limited to new hire training, sales target group training and other high risk department training, etc.
• Assist in the development, implementation, and continuous improvement of compliance policies, processes, and controls intended to prevent corruption and fraud, and in the remediation of issues identified in Monitoring and Auditing and/or investigations.
• Perform root-cause analysis for identified compliance issues and implement corrective action plans to resolve potential vulnerability and risks.
• Support investigation team to collect information and liaise with other internal stakeholders to ensure prompt and effective investigation, resolution, and remediation of compliance concerns.
• Manage, conduct, and/or advise on anti-corruption risk assessments, audits, and third-party oversight.
• Undertake special projects and support other compliance program initiatives as needed.

Position Requirements:

• Solid corporate compliance working experience either in multi-national healthcare, medical device or biotechnology organizations or government.
• Solid experience with anti-corruption compliance-related matters, i.e. anti-bribery & anti-corruption (ABAC) program control design and testing.
• Strong interpersonal skills to work and implement compliance awareness with diverse, cross-functional teams internally, and ability to explore and navigate industry best practice with practitioners externally.
• Solid experience in advising on compliance matters, familiar with industry codes and governance dynamics.
• Solid experience in compliance monitoring and audits design and execution, previous experience in a global accounting firm is preferred.
• Experience in compliance Investigation handling and liaison.
• Experience in drafting and negotiating compliance contract provisions.

Preferred Experience/Education/Skills:

• Requires Bachelor's, may require an advanced degree (Master's), in applicable field or equivalent.
• Typically has 12+ years of direct work experience, with 3-6 years of Management experience.
• Managers at this level may become involved in elevated issues arising from daily activities.
• Applies broad management, functional expertise/knowledge to subordinates managers and staff members.
• Will have developed key relationships with important customers and suppliers.
• Good English Communication skills (verbal and written), CET-6 is preferred.
• CIA, CPA or CFE is preferred.
• Major in Finance, Law or other relevant field is preferred.
