Position PurposeThe Utility Metering Technician supports Dartmouth’s Engineering and Utilities Department in the maintenance of the Campus’s utility metering infrastructure. The Technician must be proficient, or can quickly learn proficiency, in all aspects of the installation, maintenance, and repair of electric, chilled water, hot water, and steam condensate utility meters. The Technician’s duties include installing, configuring, troubleshooting, and maintaining electrical and electronic meter components, liquid flow monitoring devices, and temperature sensors. The Technician is also responsible for coordinating, troubleshooting, and maintaining meter communication with Dartmouth’s Campus Energy Management System (CEMS).

The Metering Technician may also be called upon to assist in other areas of the Energy Management Program.

  • Technical school graduate or equivalent education and experience.
  • Two years of relevant experience.
  • Skill in maintenance and repair procedures, including preventative maintenance, troubleshooting and repair, construction, and installation of electronic, electrical, and mechanical control systems and components.
  • Proficiency, or willingness to gain proficiency, with software related to meter setup, configuration, and maintenance.
  • Mechanical aptitude and computer skills, with knowledge of all aspects of Windows Operating System. Aptitude with Microsoft Excel, Outlook, and OneNote.
  • Must have the ability to follow complex written and oral assignments and communicate effectively.
  • Must be able to work independently under minimal supervision, exercise sound judgement, and have excellent problem-solving skills.
  • Must successfully complete and remain certified and compliant in all safety or trades related course work as may be required by the College.
  • Must have a valid driver’s license and be qualified under the terms of the Dartmouth College Driver Safety and Motor Vehicle Policy.
  • Preferred Qualifications
  • NH Electrician’s license or Plumber’s license, HVAC Technician Certification, or similar certification preferred.
  • Solid understanding of device communications protocols including BACnet MSTP, BACnet IP, Modbus RTU, and Modbus TCP communications protocols.
  • Ability to troubleshoot basic network communications issues.
  • Familiarity with Honeywell EBI and Johnson Metasys building automation systems.
  • Familiarity with temporary and permanent water and steam condensate flow-monitoring devices, including electro-magnetic and ultrasonic flow monitoring equipment.
  • Familiarity with Schneider Electric, Electro Industries, Flexim, Panametrics/Baker-Hughes, Central Station Steam, and Niagara flow monitoring devices preferred.
  • Ability to perform math computations as related to trade, and ability to read and interpret blueprints and schematics.
  • Strong customer service orientation.

Key Accountabilities

DescriptionResponsibilities

  • Performs regular testing and maintenance of utility meters including assessment and troubleshooting of components and systems.
  • Plans working details and follows installation manuals, schematics, wiring diagrams, or blueprints on all equipment and systems as defined above. Determines work methods to accomplish assignments such as repairs, replacements or new installations.
  • Performs work according to manufacturer’s specifications, FO&M guidelines, trade practices, blueprints, shop drawings and schematics.
  • Verifies that meters are programmed as per manufacturer’s specifications, installation manuals, and project submittals.
  • Performs diagnostic tests on meters to verify proper system operation. Coordinates with manufacturer’s service technicians both in-person and via remote support to install, maintain, and troubleshoot systems.
  • Calibrates meters to ensure accurate data collection. Coordinates factory maintenance with manufacturers and vendors.
  • Maintains systems, components, fixtures and equipment in accordance with established work order maintenance schedules, calls or specific assignments.
  • Tests performance of systems using tools and equipment such as portable ultrasonic flow meter, thermometer, and digital multimeter to isolate problems and determine where adjustments are necessary.
  • Utilizes metering database, EMS system, and BAS systems to validate meter operation and troubleshoot issues as they arise.
  • Assists in piloting new technologies such wireless communications systems for meters (i.e. Monnit) and computer-based and mobile software applications for asset and work order management (i.e. Planon).
  • Assists in the onboarding of new meters to the CEMS.
  • Maintains records of system installations, repairs, calibrations, and tests, using databases, spreadsheets, word documents and drawings.
  • Inspects new meter installations and data to verify system compliance with plans and specifications.
  • Coordinates meter-related work with Dartmouth Shops including the BAS Shop, EL Shop, EM Shop and Heating Plant.
  • Maintains effective working relationships with constituents.
  • Assists with other areas of the Integrated Automation Program as assigned. Tasks could include assistance with LED lighting upgrades, HVAC sensor calibrations (temperature, humidity, CO2, airflow measurement), BAS point-to-point check-outs, mechanical system troubleshooting and repair, plumbing system troubleshooting and repair, etc.
  • Performs steam condensate, water, thermal energy, and electrical meter installations, including installation and configuration of hydronic sensors and low voltage electronic meter components. Advises electricians on the installation of current transformers, breakers, and reference voltage connections for electric meters. Coordinates with other Dartmouth FOM Shops as needed to complete meter installation work.
  • Participates in trainings as required to maintain or increase skills, duties, and responsibilities as applicable to the position.
