Summary

KCIT GIS Center is seeking a Master Street Address Guide (MSAG) Coordinator, and a key contributing engineer to the King County GIS Center’s many other projects. The MSAG Coordinator supports the work of the E-911 Program Office and is responsible for coordinating the maintenance of the Next Generation 911 (NG911) MSAG and Automatic Location Identification (ALI) database, to ensure that all address information and 911 call routing information is accurate. This includes coordinating with 11 Public Safety Answering Points (PSAPs), public safety agencies, city addressing authorities, multiple telephone companies, and the E-911/NG911 system service provider. This position works closely with other GIS engineers and analysts to ensure that the ALI database is synchronized with the E-911 geodatabase. This position also receives and resolves address and 911 call routing error reports from the PSAPs, and coordinates updates to the ALI database due to annexations and incorporations. This role will also be allocated, as time allows, to the KCGIS Spatial Services team’s projects, in support of our internal and external clients.

Job Duties

  • Coordinate maintenance of the NG911 Spatial MSAG and Comtech ALI database that drives the information display and routing of 911 calls in King County with wireline, wireless and VoIP service providers, and future data and communications technology companies who provide communications services in King County, to ensure accuracy of street addresses and corresponding public safety agencies.
  • Coordinate maintenance of the 911 Spatial MSAG and ALI Call Routing database at Comtech ALI DBMS. This consists of: working with 41 cities addressing authorities, 11 PSAPs, police and fire departments to collect, verify, and update road centerline and site structure address point data as well as confirming jurisdictional boundary information. This includes assigning 911 call routing codes; and coordinating routing changes with the NG911 system provider and third party 911 routing providers. This could include training new staff in addressing and NG911 standards and procedures.
  • Review new and adjacent existing addresses for accuracy and standardization; when errors or anomalies are discovered, notify addressing authorities and PSAPs in a timely manner.
  • Collect, research and coordinate resolution of addressing issues pertinent to the routing of 911 calls and the display of caller's information reported by the PSAPs utilizing multiple permitting and address databases.
  • Schedule and process incorporation and annexation addresses and 911 call-routing changes; ensure that all the 911 call-routing changes for affected MSAG and ALI records are timely and accurately updated at Comtech ALI DBMS.
  • Work with Senior GIS Specialists to meet specific Washington State 911 deliverable requirements for CPD4/ S5 MSAG/ Mapping/ GIS Coordinators. Assist GIS analysts in performing NG911 geodatabase updates using NG911 specialized software.
  • Develop, generate and analyze multiple reports on the various NG911 assoc. databases to monitor the performance of the NG911 system to ensure that 911 Program performance measures are met.
  • Ensure that the National Emergency Number Association (NENA) and NG911 standards, and laws related to 911 MSAG, Ali database, and NG911 database administration and maintenance are followed by King County and all parties.
  • Collect and manage datasets within the regional GIS asset database; develop data management plans for in-house project level datasets, documents and web applications.
  • Develop online GIS applications for end user access to spatial datasets; maintain, administrate and provide support for internal and external end users of online GIS applications and content.
  • Administer and maintain complex analyses and data integration of select department/division and county-wide spatial network databases.
  • Perform and/or monitor spatial database processes, versioning, data backup and security, and archiving.
  • Design and create hard-copy and digital maps, map sets, atlases and other cartographic products.
  • Conduct quality assurance, quality control, and user acceptance testing for GIS data and applications; perform site field visits to verify information when other sources are inadequate.

  • Demonstrated intermediate knowledge and experience in maintaining an NG911 MSAG, ALI database and Call Routing database in an urban county.
  • Addressing, GIS and NG911 specific training at NENA conferences is highly desirable.
  • Demonstrated intermediate knowledge and experience of a multi-PSAP and multi-jurisdiction addressing system. Knowledge and experience of the King Co addressing system is highly desirable.
  • Demonstrated intermediate knowledge and experience in displaying and analyzing data from multiple sources utilizing GIS applications such as ArcGIS software products.
  • Demonstrated intermediate knowledge and experience in performing advanced queries in various forms of NG911 tabular and spatial databases.
  • Demonstrated intermediate knowledge and experience in navigating local government permitting databases, and interpreting property records, parcel data, legal descriptions and maps.
  • Demonstrated intermediate knowledge and experience in coordinating an ALI database or project with multiple private and public agencies, including integrating data from multiple sources into a single database.
  • Demonstrated ability to organize and prioritize work to coordinate multiple projects simultaneously.
  • Demonstrated judgment to work independently with minimum supervisions.
  • Strong customer service and customer relations skills, and interpersonal skills.
  • Intermediate experience with Microsoft Office software suite; excellent written and verbal communications skills.
  • Coordinate with local government agencies to acquire spatial datasets. Collect and manage datasets within the regional GIS asset database. Integrate new data into appropriate GIS databases.
  • Develop data management plans for in-house project level datasets, documents and web applications.
  • Develop online GIS applications for end user access to spatial datasets. Maintain, administrate and provide support for internal and external end users of online GIS applications and content.
  • Design, optimize and automate GIS related processes through Model Builder or Python.
  • Administer and maintain complex analyses and data integration of select department/division and county-wide spatial network databases.
  • Perform and/or monitor spatial database processes, versioning, data backup and security, and archiving. monitor and test data catalog for accuracy and usability.
  • Analyze customer business needs to define appropriate GIS products or services, document needs and requirements.
  • Communicate orally and in writing with customers, other IT teams, data stewards, and subject matter experts.
  • Design and create hard-copy and digital maps, map sets, atlases and other cartographic products.
  • Complete assignments in accordance with KC GIS Mapping standards, as well as accepted GIS methods and practices.
  • Develop and maintain GIS metadata.

Desirable Qualifications

  • Master’s or Advanced degree in Geography/GIS, Applied Science, or a related field.
  • Esri Technical Certifications (e.g., ArcGIS Enterprise Administration, ArcGIS Developer).
  • GISP (Certified GIS Professional)

Hybrid Work

The work associated with this position will be performed through a combination of onsite work and telecommuting. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. King County has a robust collection of tools and resources to support when working remotely.

Work Schedule

The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is FLSA Exempt and is not eligible for overtime pay.
