Position Description

Responsible for assessing, planning, and implementing new Enterprise Resource Planning (ERP) IT solutions for the Finance Department as part of a multi-year initiative, supported by established business partners and institutionalized business practices.

This is a temporary position that will be funded for the duration of the project, which is expected to span approximately three years.

Salary

The anticipated starting salary is $93,631 - $128,085 / annually, depending on qualifications

Work Location

This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

  • Assess, plan, and implement new IT solutions, supported by institutionalized business practices.
  • Translate business needs into IT direction, quantifiable project objectives, executable project plans and budgets based on business objectives.
  • Develop business-centric enterprise information management solutions, derived from an assessment and documentation of business processes, culture, products, customers and objectives that meet the needs of operating units.
  • Maintain a tracking mechanism to ensure IT investments and projects meet or exceed customer expectations.
  • Report on the status of projects and performance of personnel across all project phases including planning, testing and implementation ensuring accountability to meet project milestones.
  • Leads change management efforts in the Finance Department for the project, including stakeholder engagement, communication, and develops comprehensive training plans to support successful user adoption.
  • Drive IT solutions with business process re-engineering methods.
  • Research and make recommendations for or propose Make vs. Buy decisions.
  • Implement departmental/inter-agency/Enterprise IT solutions.
  • Deliver IT solutions integrated into the Enterprise infrastructure and combine appropriate enabling technology, existing IT applications/infrastructure and commercial off-the-shelf products into proposed IT solutions
  • Accountable for leveraging investments in IT infrastructure, enterprise information and business process re-engineering.
  • Plan project and sub-project schedules and resource requirements.

Required Qualifications

MINIMUM QUALIFICATIONS:

Bachelor's Degree in Computer Science, Business, Finance, Accounting or equivalent

MINIMUM EXPERIENCE:

Five years of responsible work experience in technology and computer utilization, including project management in a governmental setting on projects with large financial impacts. Prior experience implementing Enterprise Resource Planning (ERP) financial systems in the government setting is preferred. Experience with the Work Day ERP system is preferred.

An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process

The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Eligible List Statement

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

Interview Selection

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

  • Formal project management training exceeding twenty professional certified hours preferred.
  • Good knowledge of IT and government business functions and customer relationship management.
  • Good knowledge of business process re-engineering/design, and distributed enterprise information management technology.
  • Knowledge of the roles and business inter-relationships of each City Department function and the IT tool sets available for business solutions development and cost-effective business operations.
  • Management skills and project/program management skills, preferably in a variety of rapid application development and traditional IT implementation approaches.
  • Skill in managing the design, evaluation, selection, and deployment of hardware, software, and network infrastructure.
  • Strong customer service orientation and experience, and good communication skills to deal with stakeholders in different levels of the organization.
  • Ability to manage complex IT solution provider contracts and relationships.
  • Ability to scope complex projects, create a budget and interpret financial reports to manage project costs and schedules.
