The Opportunity

WSDOT is currently seeking a skilled Property and Acquisition Specialist 6 to serve as the Project Development Supervisor in Vancouver, WA. As Project Development Supervisor, this position trains, mentors, and supervises both the appraisal and title/escrow staff for the Southwest Region and is responsible for project development of the right of way phase. This position is relied upon to be the subject matter expert for all things related to all right of way activities, including an expert in Federal and State rules pertaining to property appraisal, project funding, title and escrow, and management. As project development supervisor, directs staff in property research and valuation on a broad-spectrum real estate transaction and is responsible for successful project delivery, in accordance with current FHWA regulations (49 CFR Part 24), as well as the technical aspects of appraisal and title research.

What to Expect

Among the varied range of responsibilities held within this role, the Project Development Supervisor will:

  • Responsible for right of way activities and project delivery for the region; trains, mentors, and supervises the title/escrow and appraisal staff.
  • Provide technical support and advice to real estate services staff, region offices, and headquarters as the subject matter expert for all things related to right of way activities, including an expert in Federal and State rules pertaining to property title/escrow and appraisal.
  • Plan, prioritize, assign, and review the work of assigned staff; ensure staff perform assigned job duties timely, accurately, and within established guidelines and communicated expectations.
  • Adjust assignments and schedules to maintain adequate staffing levels and respond to fluctuating workloads.
  • Coach and mentor employees; assess training needs of staff; provide training and staff development; and provide feedback and guidance.
  • Ensure staff have access to the tools and equipment needed to successfully perform assigned job duties. Interview, evaluate, and select candidates for employment and promotional opportunities.
  • Recommend personnel actions, such as employment, promotion, demotion, transfer, corrective and disciplinary actions, or adjudication of grievances, while partnering with Human Resources (HR).
  • Observe and document performance concerns; in partnership with leadership and HR, investigate instances of unsatisfactory work performance and implement performance management best practices as needed.
  • Review and approve employee daily time sheet and leave requests timely and ensure accurate reporting.
  • Conduct employee performance evaluations timely (annual or bi-annual as appropriate for review period).
  • Ensure proper application of all Collective Bargaining Agreements, and all federal and state employee/labor laws; and ensure compliance with training and license requirements for employees.

Qualifications

To be considered for this opportunity, the following are required:

  • Bachelor’s degree involving major study in business or public administration, real estate, economics, accounting, natural resource management, or related field.

AND

  • Three (3) of experience in real property appraising, property negotiations, public property management, or selling, leasing, or buying real estate.

OR

  • Associate degree in business or public administration, real estate, economics, accounting, natural resource management, or related field.

AND

  • Six (6) years of experience in real estate related fields (at least four (4) years in acquisition, relocation, title/escrow, and property management activities on public property or for a governmental agency)

OR

  • One year of experience as a Property and Acquisition Specialist 5.

OR

  • One (1) year of experience as a Property and Acquisition Specialist 4 (or its equivalent) with a minimum of two (2) years of experience providing acquisition, relocation, title/escrow, and property management activities on a public property or for a governmental agency.

OR

  • Two (2) years of experience as a Property and Acquisition Specialist 3 (or its equivalent) with a minimum of two (2) years of experience providing acquisition, relocation, title/escrow, and property management activities on a public property or for a governmental agency.

In addition to the above, the following is required:

  • Possession of an unrestricted valid driver’s license to legally operate vehicles in Washington State.
  • Possession of a Washington state Notary Public; or obtain within six (6) months of appointment.
  • Demonstrated leadership competencies to lead and supervise a diverse workforce; with across boundaries; build and maintain effective teams; coach, mentor, and train; and encourage employee engagement.
  • Proficient use of computers and computer software (including, but not limited to Microsoft Word, Microsoft Excel, Microsoft Outlook, Microsoft PowerPoint, FileMaker Pro, Adobe, web etc.)
  • Written, verbal, and presentation skills to communicate information effectively and professionally to a diverse audience, including those with non-technical backgrounds, both virtually and in-person, using a variety of electronic media, including, but not limited to telephones, email, text, video conferencing, and computer conferencing.

It is preferred that qualified candidates also have:

  • Knowledge of Federal regulations (49 CFR, Part 24), the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended, Revised Code of Washington (RCW) and Washington Administrative Code (WAC) relating to acquisition and condemnation of real property and property rights, WSDOT Right of Way Manual.
  • Working knowledge of Real Estate Law, including title and eminent domain.
  • Knowledge of WSDOT applications (including, but not limited to ProjectWise, SR View, ECM, IRIS, etc.), WSDOT and local agency web sites.
  • Proven skills in resolving complex real estate issues.

  • The salary range listed includes the legislative approved general wage increase of 3%, effective on July 1, 2025.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.

The following information describes typical benefits available for full-time employees who are expected to work more than six months. Insurance Benefits

Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Dependent care assistance allows the employee to save pre-tax dollars for a child or elder care expenses.

The Washington State Employee Assistance Program promotes the health and well-being of employees.

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
